On the morning of February 22, the 30th session of the National Assembly Standing Committee was held at the National Assembly House, chaired by National Assembly Chairman Vuong Dinh Hue.

Attending the meeting were Vice President Vo Thi Anh Xuan, Deputy Prime Minister Tran Luu Quang, Chief Justice of the Supreme People's Procuracy Le Minh Tri, Minister of Home Affairs Pham Thi Thanh Tra, Deputy Minister of National Defense Le Huy Vinh, Deputy Minister of Public Security Le Quoc Hung; along with representatives of the Central Committee of the Vietnam Fatherland Front, the Central Internal Affairs Committee, the Central Economic Committee, the State Audit, central ministries and branches...

Speaking at the opening of the meeting, National Assembly Chairman Vuong Dinh Hue said: The 30th session of the National Assembly Standing Committee is expected to last for 1 day and will consider and decide on 5 main contents.

Firstly, the National Assembly Standing Committee will give its opinion on the acceptance and revision of the draft Law on Archives (amended). This is one of a total of 9 draft laws that the National Assembly has given its opinion on at the 6th Session and is expected to be considered and approved at the 7th Session.

Second, the National Assembly Standing Committee gave opinions on the draft Law amending and supplementing a number of articles of the Law on Security Guards.

Third, consider the Proposal of the Supreme People's Procuracy on assigning additional numbers of Prosecutors of the People's Procuracy.

Fourth, review the National Assembly's report on people's petitions in January 2024 (including people's petitions in December 2023).

National Assembly Chairman Vuong Dinh Hue stated that after the 6th Session, the Law Committee closely coordinated with the Ministry of Home Affairs and relevant agencies to fully absorb the opinions of National Assembly deputies. Thereby, the structure, layout and many contents of the draft law were revised.

The National Assembly Chairman said that in receiving and revising the law, it is necessary to adhere to the viewpoints and principles set out at the beginning of the law-making process, avoid getting caught up in technical issues, ensure that the law-making process is appropriate to the stature of the National Assembly, and clearly recognize whether the law-making process has achieved the set goals or not, and to what extent. From there, there will be the right direction for the next work.

In addition, the National Assembly Chairman emphasized the need to review the consistency of the legal system and the compatibility between the amended law and international conventions. At the same time, he suggested that from now until the time of submitting the law to the National Assembly for consideration and approval and before signing and certifying, relevant agencies need to continue reviewing to ensure the consistency of the legal system, especially on issues such as digital transformation, digital storage, digital government, digital economy, digital society, comparing with the Law on Information Technology, Law on Cyber ​​Security, Law on Access to Information, Law on Protection of State Secrets, etc.

The National Assembly Chairman said that the drafting and reviewing agencies need to carefully compare with international treaties and agreements of which Vietnam is a member. Currently, Vietnam is a member of the International Council of Archives and the Association of Archival of French-speaking Countries. At the same time, it has also signed bilateral agreements with a number of countries in this field. Therefore, it is necessary to carefully review to ensure consistency and no contradictions.

Regarding the management of archives and databases, documents, the National Assembly Chairman said that decentralization is a correct policy, but it is necessary to ensure centralized and unified management in archival activities. Relevant agencies need to continue reviewing the content related to the issue of responsibility for providing information, connecting and sharing data related to Party archives, historical archives of the defense, public security and diplomacy sectors from central to local levels. There should be regulations on these agencies periodically reporting to state management agencies in the field of archives, promptly sharing and connecting information and data to state management agencies, to increase the value of archival documents as well as the synchronization and unity of the national archives system.

Regarding the archives created during the activities of associations and the masses assigned by the Party and the State, the National Assembly Chairman expressed his agreement with the viewpoints of Vice Chairman of the National Assembly Nguyen Khac Dinh and Secretary General of the National Assembly Bui Van Cuong. Specifically, it should be kept as current regulations, because there are clear regulations on this issue, there should not be 2 options, but Article 8 should be implemented according to option 1.

Regarding the practice of electronic document archiving, the National Assembly Chairman emphasized that electronic archiving has its own characteristics, but it is also a part of general archiving activities, so first of all, it is necessary to stipulate that the practice of electronic document archiving must be carried out according to general regulations on archiving activities, to ensure basic professional principles in this field.
