On the morning of October 11, at the National Assembly House, the National Assembly Standing Committee opened the 27th Session.

Chairing and delivering the opening speech, National Assembly Chairman Vuong Dinh Hue said that this session of the National Assembly Standing Committee is expected to last for 5 days and focus on 16 important groups of content.

12 contents prepared to be submitted to the National Assembly at the 6th Session

The National Assembly Standing Committee will consider and give opinions on 12 contents that must be prepared to be submitted to the National Assembly at the upcoming 6th Session.

In the first group of issues, the National Assembly Standing Committee will consider and give opinions on 12 contents that must be prepared to be submitted to the National Assembly at the 6th Session.

Firstly, the Government's reports on the implementation of socio-economic development plans, including the assessment of the implementation results of the 2023 Socio-Economic Development Plan, the projected 2024 Socio-Economic Development Plan; mid-term assessment of the implementation results of Resolution No. 16/2021/QH15 on the 5-year Socio-Economic Development Plan 2021-2025 and mid-term assessment of the implementation results of Resolution No. 31/2021/QH15 on the Economic Restructuring Plan for the 2021-2025 period.

Second, the Government's reports on financial and budgetary issues include the State Budget Implementation Situation in 2023, the State Budget Estimate, the Central Budget Allocation Plan for 2024 (including the implementation of the State budget public investment plan in 2023, the expected State budget public investment plan in 2024, the roadmap and plans to implement salary policy reform according to Resolution 27 of the 12th Party Central Committee and the Resolutions of the National Assembly scheduled to be implemented from July 1, 2024); mid-term assessment of the implementation of the National Financial Plan and borrowing and repayment of public debt for the 5-year period 2021-2025; mid-term assessment of the implementation of the PlanPublic Investmentmedium term period 2021-2025.

The National Assembly Chairman stated that at this session, the National Assembly Standing Committee will give opinions to present to the National Assembly not only on the assessment of the implementation of the socio-economic and financial plans.budgetof the year, and at the same time an occasion for mid-term review, currently restructuring the economy, implementing the tasks of the 5-year Plan, the Public Debt Repayment Plan, and the Medium-term Public Investment Plan are all major and very important contents.

On the basis of thoroughly grasping the spirit of the 8th Central Conference on these contents, the National Assembly Chairman proposed that on the basis of the Central Committee's opinions and conclusions on related issues, especially the 2023 Socio-Economic Forum, the National Assembly Standing Committee study and give in-depth opinions on the submissions and reports in accordance with the direction of General Secretary Nguyen Phu Trong at the Closing Session of the 8th Central Conference "to ensure quality, be close to reality and have high feasibility," to prepare for submission to the National Assembly for discussion and consideration.

Fourth is the Government's report on citizen reception, complaint and denunciation settlement in 2023, which synthesizes the report content of the Supreme People's Court, the Supreme People's Procuracy and the State Audit.

The National Assembly Chairman said that according to regulations and practices at the opening session of the year-end session, on the first opening day, the above reports will be presented to the National Assembly.

The National Assembly Chairman requested that members of the National Assembly Standing Committee carefully study to provide specific opinions, as a basis for the Presidium of the Central Committee of the Vietnam Fatherland Front, the Government and the People's Aspirations Committee of the National Assembly Standing Committee to have a basis for research to complete with the highest quality and ensure that it fully, comprehensively and honestly reflects the opinions and aspirations of the people and voters nationwide on major issues that must be reported to the National Assembly.

Sixth, the National Assembly Standing Committee gave its opinion on the Report on the Results of the Review of the System of Legal Documents implemented by the Government. This is a very important content, on the basis of this report, it will be possible to identify any overlaps or difficulties related specifically to which laws, decrees, and circulars; the responsibilities of each level; issues related to the authority of the National Assembly for the National Assembly to consider and resolve; issues related to the responsibilities of the National Assembly Standing Committee, the Government, the Prime Minister, ministries, branches, etc.

Seventh, the National Assembly Standing Committee gave its opinion on the Government's Report on the implementation results, difficulties and obstacles in implementing the three national target programs in the 2021-2023 period and proposed specific solutions and mechanisms to remove difficulties and obstacles, and speed up the implementation of the programs in the coming time.

Eighth, the National Assembly Standing Committee gave its opinion on the report on the implementation of Resolution No. 43/2022/QH15 of the National Assembly on Fiscal and Monetary Policies to Support the Socio-Economic Recovery and Development Program.

Ninth, comment on the draft Resolution of the National Assembly on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.

The tenth content is to give opinions on the preparation for the vote of confidence for positions elected or approved by the National Assembly at the 6th Session.

Twelve, on the basis of a comprehensive review of the preparation work and the contents submitted to the National Assembly, after receiving the opinions of the National Assembly deputies and the National Assembly delegations, the National Assembly Standing Committee will give its final opinion on the agenda of the 6th Session to submit to the National Assembly for consideration and voting for approval at the preparatory session.

The National Assembly Standing Committee reviewed 4 contents under its authority, including: Conducting thematic supervision of "Implementation of policies and laws on energy development in the 2016-2021 period;" giving opinions on the plan to allocate and use increased revenue sources and regular expenditure savings of the central budget in 2022 and increased revenue sources of the central budget in 2021 allocated to the Socio-Economic Recovery and Development Program to implement the policy of supporting rent for workers with surplus; supplementing the revenue and expenditure estimates of foreign aid capital in 2023 of Quang Binh province; approving the proposal to appoint and dismiss the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam.

National Assembly Chairman Vuong Dinh Hue said that the workload is large, complex, difficult, and time-consuming; he also requested members of the National Assembly Standing Committee to promote a sense of responsibility, carefully study and give opinions on reports and submissions; the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit and relevant agencies to arrange the participants according to the invitation to ensure the quality of the discussion sessions achieve the best results.
