Minister of Home Affairs Pham Thi Thanh Tra has just signed, on behalf of the Prime Minister, a report to the National Assembly on the management of cadres and civil servants.
10,442 civil servants to be processed in 2022
According to the report for the 2020-2022 period (up to June 2022), ministries, branches and localities have recruited 18,867 civil servants.
In the first 6 months of 2023, localities recruited 2,242 civil servants to promptly supplement the number of retired, resigned, and quit civil servants.
In particular, recruiting and attracting excellent graduates and young scientists, up to now, 334 excellent graduates and young scientists have been recruited according to the regulations in Decree 140, specifically 167 excellent graduates and 167 young scientists.
In 2021, 12,651 civil servants were disciplined (accounting for 5.11% of the total 247,722 civil servants). In 2022, 10,442 civil servants were disciplined (4.1% of the total 254,757 civil servants); the number of civil servants disciplined in 2022 decreased by 2,209 compared to 2021.
Regarding the salary regime, the report stated that in order to implement Resolution 27 of the Central Committee, the Government issued a resolution, assigning the Ministry of Home Affairs to preside over and coordinate with ministries and agencies to develop 6 specific contents of the new salary regime according to positions, titles, and job positions.
At the same time, it is associated with the roadmap for restructuring the organizational apparatus, streamlining the payroll receiving salaries from the state budget and financial solutions to create resources for salary reform.
However, from 2020 to now, due to the adverse impact of many factors, especially the COVID-19 pandemic, which has caused many difficulties for the economy and the state budget, the Central Committee has considered and decided to postpone the implementation of the new wage policy according to Resolution 27.
From July 1, 2023, implementing the resolution of the National Assembly, the Government issued a resolution to adjust the basic salary from VND 1.49 million to VND 1.8 million (an increase of 20.8%).
This is to reduce difficulties for cadres, civil servants, public employees and armed forces, and at the same time adjust pensions and preferential allowances for meritorious people according to the basic salary level accordingly.
Implementing the opinions of the Politburo and the National Assembly, the Government will submit to the Central Committee and the National Assembly the implementation of a comprehensive reform of the new wage policy according to Resolution No. 27 from July 1, 2024.
Low salary, not motivating and encouraging staff
Overall assessment of the report results clearly shows that there have been many innovations in the management of cadres and civil servants. Mechanisms and policies on public service and civil servants have been revised and supplemented to ensure consistency with Party regulations.
However, the report also pointed out some limitations such as the lack of mechanisms and policies to attract and promote talented people in public service. The institutionalization of policies to create an environment and conditions to promote innovation and creativity is still unclear.
The innovation of the civil servant management mechanism according to job positions is still slow and not consistent. The appointment of officials still has the situation of appointing without meeting the standards and conditions...
Besides, administrative order and discipline are not strict, there are still signs of political and ideological degradation, avoidance, shirking of responsibility, harassment, and causing trouble when handling work related to people and organizations.
In some places, leaders have not yet fully promoted their responsibilities, lack courage, are not exemplary, are still passive, evasive, and wait for the direction and guidance of superiors.
Among the subjective causes, the report assessed that salaries and incomes of officials and civil servants are still low, not really creating motivation and encouragement for officials and civil servants to be dedicated and wholeheartedly devoted in the process of performing public duties...
In the coming time, the Government will propose many solutions, including continuing to reform the organization to be streamlined, operate effectively and efficiently, and implement staff reduction and restructuring. At the same time, improve the quality of the staff and civil servants according to job positions, and reform salary policies.
