Applying population data to serve national digital transformation

By the end of 2022 and early 2023, there will be about 3-5 million people using the national digital citizen application VNEID, with an increase of at least 5% per month. This is the goal of Project 06 on Developing Population Data Applications to Serve National Digital Transformation, approved on January 6, 2022. Accelerating the project is important for the plan to build a digital government and restore and develop the socio-economy.

National interconnected data system

The national population database system was born with the goal of being a core information system, the "original" database system of all Vietnamese citizens, acting as an intermediary connecting the database systems of ministries, branches and localities to create data interconnection, serving population management with modern methods.

This data will serve as a basis for state agencies to exploit, helping to simplify administrative activities related to people and businesses.

Instead of people and businesses having to declare and authenticate documents when conducting transactions with state agencies, information will now be automatically extracted or exploited by state agencies from the national population database system, contributing to administrative procedure reform and creating maximum convenience for people.

The national population database system managed by the Ministry of Public Security has been officially put into operation since July 1, 2021. After more than 1 year, the system has collected and updated information of over 100 million Vietnamese citizens, according to the criteria of "correct-enough-clean-living".

Citizen data is also integrated and officially connected to the databases of 11 ministries, branches; 4 state-owned enterprises and 14 localities, with over 17 million social insurance information; nearly 78 million citizen information with over 133 million vaccinations; over 570,000 data information on officials and teachers; more than 7 million identification numbers are issued to children registering their births... gradually forming a digital citizen ecosystem.

On that basis, on January 6, 2022, the Prime Minister signed and issued Decision No. 06/QD-TTg approving the "Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030" (referred to as Project 06) to develop the population database system into a shared database platform, connecting nationwide for ministries, branches, localities, and agencies in the political system.

On July 18, 2022, the Electronic Identification and Authentication System came into operation, marking a new step forward, making Vietnam officially one of the countries with national electronic identification.

As of July 31, 2022, the system has received more than 6.1 million records, issued more than 7,800 electronic identification accounts and over 67 million electronic chip ID cards to citizens.

After 6 months, Project 06 has been deployed from the central to the grassroots level, achieving initial positive results; contributing to changing the method of citizen management; overcoming the lack of uniformity and improving the quality and efficiency of citizen information management; saving time and effort; creating favorable conditions and an important foundation for deploying online public services to serve people and businesses, contributing to promoting the development of digital government, digital economy, digital society, as well as rapid recovery and socio-economic development.

Great benefits from digital transformation

The 13th National Party Congress affirmed three strategic breakthroughs for national development in the coming time, which are perfecting synchronous institutions, developing human resources and building infrastructure systems.

In terms of infrastructure, along with prioritizing the development of transport infrastructure, the Resolution affirms that it is necessary to focus on developing information and telecommunications infrastructure, creating a foundation for national digital transformation, and gradually developing the digital economy and digital society.

Project 06 is an important step in implementing this strategic breakthrough. The overall goal of the Project is to apply the national population database, electronic identification and authentication system, and electronic chip-embedded citizen identification cards in a flexible and creative manner, in line with the National Digital Transformation Program.

To date, 23/23 ministries, branches, 63 provinces and cities, 705 district-level units and 10,599 commune-level units have developed plans and established working groups to implement Project 06. The ministries and branches have reviewed and proposed amendments, supplements and newly issued many related documents; promoted the development of important documents that need to be prioritized to serve the Project.

After 6 months of implementation, 21/25 essential services have been deployed in the electronic environment, achieving positive results.

The implementation of online public services at levels 3 and 4 has brought many conveniences to people and businesses.

More than 126 million records have synchronized processing status on the national public service portal. The number of online records processed via the national public service portal is more than 4 million records.

The total number of citizens' requests for online public services in the field of residence is more than 1.5 million records, of which more than 1.4 million records have been received, and more than 1.4 million records have returned results, reaching a settlement rate of 98.1%.

Step by step build a professional, modern administration that best serves the people and businesses, limits contact, limits harassment, negativity, and "petty corruption" in accordance with the direction of the Central Steering Committee on preventing and combating corruption and negativity.

Notably, the Ministry of Public Security has completed 11/11 level 3 and 4 public services; at the same time, it has expanded the implementation of 187/227 other public service groups of the People's Public Security force, in which the issuance of passports online and decentralization of car and motorbike registration to district and commune levels have been supported and highly appreciated by the people.

The Ministry of Public Security also deployed the connection of the National Population Database with the mobile subscriber information database system to authenticate user data, improve management efficiency, and resolve the use of junk SIMs.

In the field of education, the Ministry of Education and Training has implemented online exam registration for nearly 1 million candidates (reaching 93.1%), contributing to huge cost savings, and is currently continuing to implement the online public service "Registering for university and college admission in Preschool Education in 2022" on the national public service portal.

Some applications of electronic chip ID cards have achieved positive initial results, typically: using ID cards integrated with social insurance card information to serve people going to medical examinations at medical facilities (6,996/13,166 medical facilities have implemented, reaching 53.1%); piloting identity authentication via citizen ID cards at transaction counters; piloting the use of citizen ID cards instead of ATM cards in Hanoi and Quang Ninh.

After 2 months of piloting, 483 citizens used their ID cards to make transactions with a total amount of over 6.1 billion VND.

The Government also officially announced VneID as the national digital citizen application.

Through VNEID, people can update personal information to the national population database system such as education level, insurance, vaccination, driver's license, bank account, telecommunication, etc.

Strive to have about 3-5 million people using VneID by the end of 2022 and early 2023, with a growth rate of at least 5% per month; provide 8-10 professional utilities for the Public Security sector such as crime reporting, fire prevention, traffic safety, temporary residence and temporary absence declaration...; provide 8-10 utilities for people such as identification, citizen authentication, banking services, shopping, payment, education, healthcare, domestic travel... bringing the highest benefits to people and the community./.
