The rate of workers in Hai Duong participating in social insurance is higher than the national average.

On the afternoon of November 18, the Steering Committee for the Implementation of Social Insurance and Health Insurance Policies of Hai Duong province met to evaluate the results of the implementation of social insurance and health insurance policies in the province in 2024.

Concluding the meeting, Comrade Nguyen Minh Hung, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee for the Implementation of Social Insurance and Health Insurance Policies of Hai Duong Province acknowledged the efforts and endeavors of the standing agency in proposing and advising the Provincial People's Committee and the Steering Committee on documents, instructions, and plans for the implementation of social insurance and health insurance policies. The results of developing social insurance and health insurance participants in the province in recent times have been relatively positive. However, it is necessary to frankly look at the limitations to have the right and accurate solutions, ensuring the sustainable and safe implementation of insurance policies.

The Vice Chairman of the Provincial People's Committee emphasized that currently, 47% of the working-age population in the province has not participated in social insurance, so the legal rights of many workers have not been guaranteed. He requested that a plan and roadmap for the development of social insurance and health insurance be developed appropriately and effectively.

Vice Chairman of the Provincial People's Committee Nguyen Minh Hung requested that all levels and sectors must innovate the content and forms of propaganda and mobilization so that people can access the most comprehensive information on social insurance and health insurance.

Agencies and units improve the quality of implementing social insurance and health insurance policies. Focus on promoting administrative reform, enhancing the sharing and connection of information and data on employees and employers to improve management. Effectively implement the action program on health insurance and social insurance policies, focusing on inspection, examination, and prevention of fraud and profiteering from the Social Insurance Fund.

According to the Steering Committee for the Implementation of Social Insurance and Health Insurance Policies in Hai Duong province, the total number of social insurance participants in the province as of the end of October 2024 was 447,596 people, an increase of 7,592 people compared to December 2023. The rate of social insurance participants reached about 53% of the working-age population, higher than the national average.

The total amount of social insurance, unemployment insurance, and health insurance debt is 160 billion VND, equivalent to 1.6% of receivables.

Despite some positive results, the development of social insurance and health insurance participants in the province still faces difficulties. That is, there are no creative, breakthrough, and effective solutions to mobilize and exploit potential groups of subjects who have not participated in social insurance and health insurance. Many production and business enterprises face difficulties, leading to procrastination and evasion of social insurance and health insurance payment responsibilities. The number of employees who quit their jobs and request to receive one-time social insurance tends to increase.
