As of June 30, the disbursement rate of public investment capital in 2024 of Hai Duong province only reached 17.2% of the capital plan assigned by the Prime Minister.

According to the Department of Planning and Investment of Hai Duong province, by June 30, the whole province had disbursed 1,087 billion VND in public investment capital (reaching 13% of the total capital plan), equal to 17.2% of the capital plan assigned by the Prime Minister, lower than the average disbursement level of the whole country.

The provincial budget has disbursed 575.5 billion VND, reaching 12.2%. Of which, 2 items have been disbursed 100%: repaying due loans, providing additional charter funds for the Provincial Farmers' Association Support Fund and the Provincial Environmental Protection Fund; 43/60 projects have been disbursed, reaching a rate of 10.9%.

The total foreign investment capital allocated to the Project for Comprehensive Development of Dynamic Urban Areas is 354.9 billion VND, of which only 1.1% has been disbursed. The disbursed capital from the district and commune budgets is 507.6 billion VND, reaching 15.3%.

The reason for Hai Duong’s low disbursement rate is that the selection of contractors for some projects is slow, and site clearance has not met the construction schedule. Some projects have to make plans or adjust detailed plans, and the investment preparation time is prolonged…

In 2024, the province's public investment capital plan is VND 8,389.6 billion, including VND 8,034.7 billion of domestic capital and VND 354.9 billion of foreign capital. Hai Duong strives for the disbursement rate of public investment capital in 2024 to reach over 95% of the capital plan.
