A group of Ukrainians colluded with some Vietnamese to organize lending activities through apps and websites, but in reality it was illegal credit activities with high interest rates.

On April 8, the Criminal Police Department - Ministry of Public Security said that it had just coordinated with professional departments and Ho Chi Minh City Police, Khanh Hoa Provincial Police to destroy a high-tech black credit group organized and operated by foreigners.

Accordingly, through professional work and area management, the Criminal Police Department discovered a number of Ukrainians and Vietnamese people operating illegal credit through consumer lending businesses.

From the initial investigation, the Criminal Police Department established a special project, coordinating with the police of several provinces and cities to investigate.

Recently, two Ukrainian subjects in this ring had just entered Vietnam when the task force intercepted and arrested them.

Expanding the investigation, the task force searched 4 companies, arrested and invited 63 related subjects to work, and seized many computers, phones, etc. At the same time, the police also froze the accounts of 4 companies related to illegal credit activities.

Preliminary investigation determined that the ringleader was Katerynchyk Roman (38 years old, Ukrainian nationality), who colluded with a number of Vietnamese people such as Le Thanh Huynh Cang (53 years old, residing in Thu Duc City), Nguyen Thi Nhat Phuong (34 years old, residing in District 4) to operate illegal credit through the app Easycash.vn, Oncredit or the website Oncredit.asia.com.

The group of subjects established businesses to serve lending activities through apps and websites.

Initially, in 2019, Roman gave Vietnamese subjects 400 thousand USD for lending activities; in early 2023, he continued to "pump" another 11 million USD.

The investigation team said that the apps and software used for illegal credit activities were written by foreign subjects. They lend from 500 thousand VND to tens of millions of VND per case, with interest rates from 365-1,971%/year.

Currently, the Ministry of Public Security is coordinating with provincial and municipal police to expand the investigation.
