Prime Minister Pham Minh Chinh has just signed Decision No. 936/QD-TTg dated September 7, 2024 promulgating the Plan to implement the Law on Defense Industry, Security and Industrial Mobilization (D&I).
Law on National Defense, Security and Public Security No. 38/2024/QH15 was passed by the 15th National Assembly at the 7th Session on June 27, 2024, effective from July 1, 2025.
To implement the Law on National Defense, Security and Public Security in a timely, unified and effective manner, the Prime Minister issued a Plan for implementing the law to specifically define the work content, completion progress and responsibilities of relevant agencies and organizations in implementing the law, ensuring timeliness, synchronization, unity, effectiveness and efficiency.
At the same time, determine the responsibilities and coordination mechanisms between ministries, ministerial-level agencies, government agencies and localities in carrying out law enforcement activities nationwide; raise awareness and responsibility of all levels, sectors, people and provinces and centrally run cities in law enforcement.
Accordingly, the plan sets out five main contents that ministries, ministerial-level agencies, government agencies and localities need to implement.
Firstly, organize propaganda, dissemination, legal education, and in-depth training on the Law on National Defense Industry, Security Industry, and Non-Profitable Units, including organizing extensive propaganda and dissemination of the law and detailed implementing documents with appropriate content and forms for each specific subject to raise awareness and understanding of cadres and people, especially those directly working on National Defense Industry, Security Industry, and Non-Profitable Units; compile documents serving the work of propaganda and dissemination of the law and detailed implementing documents; training documents, fostering professional skills in propagating the Law on National Defense Industry, Security Industry, and Non-Profitable Units.
Second, review legal documents, including reviewing legal documents related to the defense industry, defense industry and public security forces under the assigned state management authority; implement according to authority or recommend competent authorities to promptly amend, supplement, replace, abolish or issue new legal documents to ensure compliance with the provisions of the law and detailed legal documents guiding implementation.
Third, develop legal documents detailing the law, including 5 Government decrees, 3 Prime Minister's decisions and 4 circulars.
Fourth, build 10 decisions of the Prime Minister to implement the law.
Fifth, organize inspection of law enforcement and legal documents detailing law enforcement.
