Developing the defense industry into a spearhead of the nation

On the morning of August 22, in Hanoi, the Central Military Commission held a conference to disseminate and implement Resolution No. 08-NQ/TW dated January 26, 2022 of the 13th Politburo on "Promoting the development of the defense industry to 2030 and the following years."

Attending and directing the conference were Politburo member, Prime Minister Pham Minh Chinh; Politburo member, Permanent member of the Secretariat Vo Van Thuong.

General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the conference.

The conference was attended by leaders of the Government, central ministries, branches and some localities, leaders of the Ministry of National Defense, Chief of the General Staff, Chief of the General Department of Politics and heads of agencies and units under the Ministry of National Defense.

At the conference, Senior Lieutenant General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense, introduced the basic content of Resolution No. 08; Senior Lieutenant General Pham Hoai Nam, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense, reported on the process of building the Government's Action Program to implement Resolution No. 08; delegates representing central and local departments, ministries, and branches delivered speeches addressing many important issues, with a high sense of responsibility for the task of developing the defense industry.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that this is a very important conference, taking place at a time when the whole country and the entire Party are actively implementing the Resolution of the 13th National Party Congress, striving to promote socio-economic development activities and expand foreign relations, and strengthen national defense and security.

In recent times, the defense industry has achieved important results, defense industry products are increasingly diverse, dual-purpose, ensuring quality, contributing to self-sufficiency in ensuring weapons and equipment, gradually modernizing the army, strengthening national defense, protecting the Fatherland, actively contributing to the cause of industrialization, modernization of the country, and building the army.

In the coming time, the world and regional situation is forecast to develop rapidly, complicatedly and unpredictably, posing urgent requirements for the defense industry of countries, including Vietnam. In the country, the socio-economy continues to maintain stability and development, but still faces many difficulties and challenges; the requirements for developing the defense industry to firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland are increasingly high.

Resolution 08 of the Politburo demonstrates the deep concern, expectation and trust of the Party, State and people for the defense industry, concretizing the goal of building a fundamentally lean, compact and strong army by 2025, creating a solid foundation, striving to build a revolutionary, disciplined, elite and modern people's army by 2030, while contributing to promoting the country's industrialization and modernization; building an independent and self-reliant economy associated with proactive and active international integration, deeply, substantially and effectively.

The Prime Minister thoroughly grasped and clarified theoretical and practical issues and pointed out tasks and solutions for developing the defense industry in the direction of proactive, self-reliant, and self-reliant defense industry development; developing a modern defense industry based on three key factors: scientific and technological potential, human resources, and institutional building; developing a dual-use defense industry; in order to successfully implement the goals set out in Resolution No. 08.

In order to effectively implement Resolution No. 08 of the Politburo, the Prime Minister requested that delegates attending the conference continue to fully and deeply understand the purpose, requirements, significance, importance and content of the Resolution; grasp the viewpoints, guiding thoughts, tasks and solutions that need to be implemented, thereby creating high unity in will, action and determination of the entire Party, army and people.

The Prime Minister requested to continue perfecting the organizational structure, reorganizing core defense industrial establishments, moving towards establishing a defense industrial complex that is streamlined, efficient, advanced, and modern; building a system of related legal documents; building specific mechanisms and policies to attract and develop high-quality human resources; financial resources, science and technology for defense industry development. Attaching importance to combining the construction and development of defense industry with the national industrial construction and development strategy. Building and implementing well the coordination mechanism between ministries, branches, and localities on defense industry development. Promoting international cooperation, effectively organizing and implementing forms of cooperation, technology transfer, and application of scientific and technological achievements.

Continue to organize propaganda and disseminate the viewpoints, guiding thoughts, goals, tasks and solutions identified in Resolution No. 08 of the Politburo to the right subjects, party members, cadres and soldiers. At the same time, have a plan, roadmap and solid and appropriate steps to implement in a methodical, strict, scientific and effective manner.

Leaders of ministries, branches and localities need to grasp, deeply understand, correctly and strictly implement Resolution No. 08; create a strong change in awareness, high unity of will and action to develop the defense industry closely linked and become the spearhead of the national industry, with enough strength, potential and ability to effectively serve the country's revolutionary goals and tasks in the new period, contributing to building and firmly protecting the Fatherland, as set out in the Resolution of the 13th National Congress of the Party.

On behalf of the Central Military Commission, General Phan Van Giang received and understood the Prime Minister's instructions, affirming that throughout the history of formation, construction and development, the Vietnamese military-defense industry has always received the attention and direct guidance of the highest leaders of the Party and State. The guiding viewpoints on building and developing the Vietnamese defense industry have become basic, long-term principles, inherited, affirmed and developed in resolutions on the defense industry.

The Central Military Commission has carefully studied, reported and the Politburo has issued Resolution No. 08 on promoting the development of the defense industry until 2030 and the following years. This Resolution has inherited and developed new arguments on Vietnam's defense industry, in which the most prominent are strategic orientations and key solutions to adapt to the new situation.

General Phan Van Giang requested that immediately after the conference, Party committees and organizations at all levels must quickly organize the study and dissemination of Resolution No. 08, especially the viewpoints, goals, tasks and solutions, new and core issues, to clearly see that Resolution No. 08 is a very basic and important content closely related to building a revolutionary, disciplined, elite, modern Vietnam People's Army and the tasks of national defense, security, building and protecting the Fatherland.

General Phan Van Giang requested ministries, branches and agencies to urgently study and concretize the contents of the Resolution into specific action programs, plans and projects, with clear, practical and feasible assignment of tasks and implementation roadmap; requested the National Assembly Party Delegation, the Government Party Committee, the Central Party Committees, relevant ministries and branches to direct and coordinate the concretization of the contents of Resolution No. 08, perfect the institutions and legal corridors in a synchronous and unified manner so that the implementation of Resolution No. 08 in practice is comprehensive, effective and efficient, meeting the set goals.
