Hai Duong and other provinces and cities in the region have discussed solutions to prevent the use of fake BTS stations, especially during major events in 2025.
On the morning of November 20, the Department of Information and Communications of Hai Duong coordinated with the Regional Radio Frequency Center 5 (Radio Frequency Department, Ministry of Information and Communications) to organize a conference on coordination of radio frequency management in 2024.
Attending the conference were leaders of the Radio Frequency Department, Radio Frequency Center of Region 5, Department of Information and Communications of provinces and cities of Region 5: Hai Phong, Hung Yen, Thai Binh, Nam Dinh, Quang Ninh and Hai Duong.
According to information at the conference, up to now, in Hai Duong and the above provinces and cities, no fake BTS stations (fake devices operating as BTS broadcasting stations) have been detected. The Radio Frequency Center of Region 5 has prepared scenarios to proactively handle immediately when fake BTS stations are detected, especially at festivals and major events.
Fake BTS stations are used by criminals to spread spam and scam messages. This is the reason why many mobile subscribers receive fake messages sending fake and scam content to steal people's money.
The waves of fake BTS stations will overlap the waves of the network operators. Within a distance of 100 m, mobile devices will connect to the waves of fake BTS stations instead of connecting to the network operators.
Fake BTS stations can send thousands of messages per minute and 80,000-100,000 messages per day. The content of the messages can be attached to online gambling websites or impersonate the websites of financial institutions and banks to commit fraud.
The subjects used many sophisticated tricks to conceal their actions, such as using small devices hidden in backpacks, using motorbikes and cars for convenient movement, and even moving irregularly through densely populated roads during rush hours.
In 2025, Hai Duong in particular and the whole country in general will host many important events, traditional festivals, cultural and sports events, especially Party Congresses at all levels.
Leaders of the Radio Frequency Center of Region 5 and the Department of Information and Communications of localities in the region agreed to request the Radio Frequency Department to support mobile control and promptly prevent bad elements from using fake BTS stations to commit fraud, causing insecurity, disorder, and social safety in the locality.
At the conference, the Radio Frequency Department awarded certificates of merit to 2 groups and 2 individuals for their outstanding achievements in coordinating radio frequency management in 2024.
By the end of 2024, in Region 5, there will be 1,816 individuals and organizations using radio frequencies and equipment with nearly 3,430 licenses granted (excluding fishermen and fishing vessel radio stations). Of which, Hai Duong has 179 organizations and individuals with 424 licenses.
Last year, the Regional Radio Frequency Center 5 presided over and the Department of Information and Communications of localities in the region coordinated to conduct surprise inspections of 51 units.
As a result, 45 units were fined, an increase of 31 units compared to 2023, with a total fine of nearly 105 million VND for violations, mainly using radio equipment without a license (39 units), using the wrong frequency specified in the license (12 units).
Of which, Hai Duong fined 5 units (4 units without licenses, 1 unit using equipment exempted from licensing but not complying with technical and exploitation conditions) with a total amount of more than 16 million VND.
Last year, the Regional Radio Frequency Center 5 inspected and verified 48 emission reports (reports on interference points), including 6 points in Hai Duong. These were cases of using radio frequencies in construction sites and yards; some localities used wireless radio stations without a license, expired licenses or used at incorrect frequencies; used wireless microphones...
