Ho Chi Minh City estimates that it will reduce 6,291 cadres, civil servants, public employees, and workers with a total cost of about VND17,000 billion; in which, there are cases receiving the highest support level of VND2.7 billion.
Ho Chi Minh City People's Committee has just submitted a document to the City People's Council regulating additional support policies for cases affected by the implementation of streamlining the apparatus.
The subjects of application include cadres, civil servants, public employees, and workers subject to organizational restructuring; people in charge of Party work at affected corporations and state-owned companies; and cases ineligible for re-election or reappointment.
According to calculations, Ho Chi Minh City will have 6,291 cadres, civil servants, public employees, and workers subject to streamlining; 418 people in charge of Party work will be redundant; and 450 cases will not be eligible for re-election or reappointment.
The Ho Chi Minh City People's Committee also estimates the budget to support these cases. Based on the current salary of 15.1 million VND/month, the early retirement payment according to the Government's decree is more than 1.57 billion VND/person.
Additional support payment according to the City People's Council resolution is about 1.1 billion VND/person.
With the above 2 support policies, each person is expected to receive support of more than 2.68 billion VND.
The total support budget for 6,291 people is about 16,789 billion VND. Of which, the city budget must ensure 6,877 billion VND.
The benefit level is calculated based on the number of years of service and the remaining time from retirement age.
People with less than 2 years of work compared to retirement age: Support an additional 12 months of current salary; 6 months of salary for the first 20 years of work with mandatory social insurance; from the 21st year onwards, each year will be supported with an additional 1/2 month of salary.
People with 2-5 years of work remaining: Support an additional 12 months of current salary; 6 months of salary for each year of early retirement; 6 months of salary for the first 20 years of work; from the 21st year onwards, each year will be supported with an additional 1/2 month of salary.
People with 5 - 10 years of work remaining: Support an additional 12 months of current salary; 5 months of salary for each year of early retirement; 6 months of salary for the first 20 years of work; from the 21st year onwards, each year will be supported with an additional 1/2 month of salary.
In addition, managers of state-owned enterprises and officials specializing in Party work at state-owned corporations and companies will be supported with an additional 3 months of regional minimum wage for each year of work with social insurance contributions.
