With the motto "Innovation - Democracy - Solidarity - Development", the Congress focused on evaluating the implementation results of the Resolution of the 18th Congress of Hai Duong Provincial Trade Union for the 2018-2023 term, setting out goals, directions, tasks and key solutions for the 2023-2028 term; synthesizing opinions and recommendations of union members, workers, civil servants and employees to the Party, State, Vietnam General Confederation of Labor, Provincial Party Committee, People's Council and Provincial People's Committee. The 2 presentations of delegates at the Congress focused on the following issues: Promoting the creative labor emulation movement, improving productivity, improving the lives of workers and developing production and business; improving the effectiveness of the "Green - clean - beautiful" emulation movement; ensuring occupational safety and hygiene in agencies, units and enterprises...

Building a team of workers, civil servants and laborers with high sense of discipline and industrial style

Speaking at the congress, members of the Party Central Committee: Nguyen Dinh Khang, President of the Vietnam General Confederation of Labor; Tran Duc Thang, Secretary of the Hai Duong Provincial Party Committee acknowledged, commended and congratulated the results of the Hai Duong Provincial Trade Union at all levels achieved in the past term, making important contributions to the common achievements of the workers, civil servants, laborers and Trade Union activities nationwide, actively contributing to the development of Hai Duong province.

Comrades Nguyen Dinh Khang, President of the Vietnam General Confederation of Labor, and Tran Duc Thang, Secretary of the Hai Duong Provincial Party Committee, also pointed out some limitations such as the low quality of collective labor agreements in some units, not many provisions beneficial to union members and workers; the content and methods of operation of the Trade Union in some places are still slow to innovate; a number of Trade Union officials are still lacking in depth, unable to promptly grasp the thoughts, aspirations and represent and protect the legitimate rights of workers. The emulation movement in some places is still formal, the number of workers and laborers directly involved in production who are rewarded is still small. In particular, the management of trade union finances and assets is still weak, leading to some violations... These are issues that the Congress needs to continue to discuss, analyze, and propose practical and effective solutions to quickly overcome in the new term.

Comrade Nguyen Dinh Khang, President of the Vietnam General Confederation of Labor, requested that trade unions at all levels in Hai Duong focus on effectively implementing Action Program No. 2 of the Vietnam General Confederation of Labor to implement the Resolution of the 13th National Congress of the Party and Resolution No. 2 dated June 12, 2021 of the Politburo on innovating the organization and operation of the Vietnam Trade Union in the new situation in accordance with the characteristics of the province. Innovate the form and content of propaganda and education work for union members, workers, civil servants and laborers in accordance with each type of grassroots trade union. Promote the role and initiative of trade unions in building a contingent of workers, civil servants and laborers with strong political will, high sense of discipline, cultural lifestyle, professional qualifications, professional skills, industrial style, worthy of being the core force, leading the way in implementing the socio-economic development goals of Hai Duong province.

Carry out well the work of caring for, representing and protecting the legitimate and legal rights and interests of union members and workers. Improve the quantity and quality of collective labor agreements so that the majority of workers can enjoy benefits, be attached to and contribute to the unit and enterprise. Proactively participate with functional agencies to effectively resolve pressing issues among workers and laborers. Actively research and advise the province on mechanisms and policies to improve and enhance the material and spiritual life of union members and workers; coordinate to effectively implement and soon realize the goal of building more than 5,800 social houses for low-income people and workers in the province by 2025; improve the effectiveness of programs and models to care for the practical interests of union members that have been and are being effective such as "Tet Sum Vay", "Worker's Month", "Union Shelter", "Mid-shift Meals"...

Organize patriotic emulation movements well with content and methods suitable for each type of establishment, industry and target. Periodically summarize and disseminate experiences, build advanced models and replicate the movement. In particular, it is necessary to do better the emulation movement "Good workers, creative workers"; promote the emulation movement "Linking to serve the cause of industrialization, modernization of agriculture and rural development" to create conditions for farmers to consume products, apply scientific and technological advances to production, improve quality, reduce product costs, contribute to firmly consolidating the worker-farmer-intellectual alliance.

In order for the Resolution of the 19th Congress of the Hai Duong Provincial Trade Union to be realized soon in the movement of workers, civil servants, laborers and trade union activities, Chairman of the Vietnam General Confederation of Labor Nguyen Dinh Khang suggested that immediately after the Congress, the 19th Provincial Trade Union Executive Committee focus on consolidating the organization, reviving the working spirit of cadres to start a new term. Immediately issue an Action Program to implement the Resolution with specific contents, tasks and solutions; prioritize resources to implement breakthroughs. Direct and guide trade unions at all levels in the province to specify the work program suitable for each locality and facility.

Replicating and honoring models and initiatives that bring about socio-economic efficiency

Hai Duong Provincial Party Secretary Tran Duc Thang requested that all levels of Trade Unions in the province step up propaganda work, promptly disseminate the Party's guidelines, policies, laws of the State, traditions of the working class, and the Vietnam Trade Union to union members and workers. It is necessary to pay special attention to and protect the legitimate and legal rights and interests of union members and workers, creating a connection between union members and workers and the Trade Union organization so that the Trade Union is truly an organization of workers, by workers and for workers, contributing to building harmonious, stable and progressive labor relations in enterprises.

Proactively advise the Party Committee, coordinate more closely with the government and specialized agencies to contribute to the over-fulfillment of the province's socio-economic development targets. Focus on discovering new factors, advanced models, fostering, replicating, and honoring models and initiatives that bring about socio-economic efficiency.

Improve the quality of activities of providing comments, monitoring and social criticism, especially regarding policies and guidelines related to workers and trade union activities. Pay attention to coordinating and training to introduce union members who are excellent workers to the Party for consideration of admission to supplement the Party with excellent cadres who have grown up from the workers' movement, contributing to strengthening the working class nature of the Party.

Party committees, party organizations, and authorities at all levels continue to strengthen leadership and direction, creating favorable conditions for trade unions at all levels in the province to successfully complete their assigned tasks. Special attention is paid to the material and spiritual life of workers.

The Congress elected the Executive Committee of the Hai Duong Provincial Labor Federation, term XIX, 2023-2028, consisting of 35 comrades.

Earlier, in the morning of the same day, at the first session, the Congress approved the report summarizing opinions on the amendment of the Charter of the Vietnam Trade Union; the report summarizing opinions on the draft documents of the 13th Congress of the Vietnam Trade Union. The Congress divided into 4 groups to discuss the draft amendment of the Charter of the Vietnam Trade Union, the draft documents of the 13th Congress of the Vietnam Trade Union, the documents of the 19th Congress of the Provincial Trade Union; on the personnel structure of the Executive Committee of the Provincial Trade Union, the 19th term...

Tomorrow morning, October 15, at the final session, the Congress will listen to the report on the results of the first meeting of the Executive Committee of the Hai Duong Provincial Labor Federation, term XIX, 2023-2028, electing the Standing Committee, the positions of Chairman, Vice Chairman of the Provincial Labor Federation, the Inspection Committee and the Chairman of the Inspection Committee of the Provincial Labor Federation; electing the Delegation to attend the XIII Congress of the Vietnam General Confederation of Labor; voting to approve the Resolution of the 19th Congress of the Hai Duong Provincial Labor Federation, term 2023-2028.

Hai Duong currently has 291,382 workers, including 278,130 union members, an increase of 64,996 people compared to the beginning of the term (exceeding the assigned target by 16.4%). The average income of cadres and civil servants in the administrative sector is from 7.5-8 million VND/person/month, in the production and business sector from 6.5-7 million VND/person/month. Over the past 5 years, trade unions at all levels in Hai Duong have presented 336,454 gifts and 6,748 bus tickets to workers and laborers in difficult circumstances who live far away to return home for Tet with a total amount of more than 77.2 billion VND; supporting nearly 9,000 union members and laborers affected by the Covid-19 pandemic with a total amount of nearly 7 billion VND. Trade unions at all levels in the province have mobilized civil servants, public employees, and workers to donate more than 45 billion VND to the Funds "For the Poor", "Repaying Gratitude", "Covid-19 Prevention and Control"... Coordinated the construction and repair of 87 "union shelters" for union members and workers with difficult housing circumstances with a total amount of more than 2 billion VND. 7,812 outstanding union members, civil servants, public employees, and workers were introduced to the Party for consideration of training and admission, of which 6,212 union members were admitted to the Party. Civil servants, public employees, and workers in the province have proposed 765 scientific research topics that have brought in a profit of 8,735 billion VND; 59,268 innovation initiatives and experience initiatives that have brought in a profit of 23,531 billion VND.
