Prime Minister calls for efforts to find missing students in Phu Tho

The Prime Minister requested the Chairman of the People's Committee of Phu Tho province to urgently direct forces to make efforts to search for the missing students in the drowning incident in Tam Nong district.

The above content is mentioned in Official Dispatch No. 118 dated November 19, 2024 of the Prime Minister on strengthening the work of preventing and combating drowning for children and students.

On November 18, in Hien Quan commune, Tam Nong district, Phu Tho province, a serious drowning incident occurred, killing two students and leaving three students still missing.

In order to promptly overcome the consequences and proactively prevent drowning accidents for children and students in Phu Tho province, the telegram requested the Chairman of the People's Committee of Phu Tho province and the National Committee for Incident, Disaster Response and Search and Rescue to urgently direct the functional forces to make efforts to search for missing students; support, visit and encourage the families of the students in distress.

Chairmen of People's Committees of provinces and centrally run cities are requested to direct relevant agencies and organizations to closely coordinate with the Youth Union and Women's Union in preventing drowning for children and students; direct educational institutions in the area to strictly manage to ensure safety and prevent drowning for children and students.

In particular, local leaders need to direct, review, and create timely warning maps of locations (water holes, lakes, rivers, deep and dangerous water areas, water storage structures, etc.) at risk of drowning accidents in the area; deploy preventive and remedial measures (such as building barriers, warning signs, warnings, reminders, etc.).

The Prime Minister requested to increase investment in facilities serving the organization of swimming lessons in educational institutions; strengthen communication on responsibilities, disseminate knowledge and skills on drowning prevention for parents, children and students on mass media and commune and ward radio systems.

Chairmen of People's Committees of provinces and cities must inspect the implementation of drowning prevention work for children and students by educational institutions, agencies, organizations, and authorities at all levels; clarify the responsibilities of leaders in implementing drowning prevention measures in the locality.

The Ministry of Education and Training is responsible for directing and guiding localities and educational institutions to manage, educate, and strengthen coordination between schools and families to manage children and students, preventing drowning; promoting the movement of teaching safe swimming to students in schools; strengthening propaganda and education so that children know and comply with regulations on drowning prevention, especially in locations with potential drowning risks.

The Prime Minister also directed the Ministry of Education and Training to urgently issue programs, documents and organize safe swimming lessons to prevent drowning for children and students in educational institutions, especially general education institutions.

The Ministry of Labor, War Invalids and Social Affairs must strengthen inspection and examination of the implementation of child drowning prevention work in localities, especially localities where child drowning frequently occurs.

The Head of Government requested the Central Committee of the Ho Chi Minh Communist Youth Union and the Central Council of the Young Pioneers to proactively propose and coordinate the implementation of propaganda and education on drowning prevention knowledge and skills, and safe swimming teaching for children and students in schools and in residential communities.
