Prime Minister requests to prevent superstitious activities from occurring during Lunar New Year

The Prime Minister requested ministries, branches and localities to prevent superstitious, anti-cultural and profiteering activities at religious establishments during Tet.

On January 30, the Prime Minister issued Official Dispatch No. 11/CD-TTg on ensuring a civilized, safe, and economical lifestyle in religious and belief activities during the Lunar New Year and the 2024 Spring Festival.

Ensure security, order, safety and savings

The telegram clearly stated that during the Lunar New Year and the Spring Festival of 2024, many religious and belief activities will take place, especially at religious establishments, traditional festivals, religious festivals, and religious festivals attracting a large number of dignitaries, believers, and people to participate.

The Prime Minister requested the Ministry of Home Affairs to preside over and coordinate with ministries, branches and localities to strengthen state management, promote propaganda, mobilization and guidance for religious organizations and belief establishments to properly implement legal provisions, organize belief and religious activities to ensure security, order, safety, and thrift, in accordance with civilized lifestyle, cultural traditions of the nation and good customs and practices of each locality.

In addition, ensure fire prevention and safety at religious establishments, especially places of worship; do not allow superstitious, distorted, socially deviant activities to occur, take advantage of spiritual activities for personal gain, do not burn votive paper and votive paper widely, causing waste or wasting or not in the right place at religious establishments;

The Ministry of Home Affairs continues to closely coordinate with the Ministry of Culture, Sports and Tourism to guide the management and organization of religious festivals in accordance with the provisions of law, ensuring security, order, safety, and economy in accordance with civilized lifestyle, traditions, culture, and good customs and practices of the nation; not allowing the exploitation of religious festivals for profit, propaganda, and implementation of superstitious activities, which are contrary to good customs and traditions, affecting culture, society, security and order.

Preside over and coordinate with the Ministry of Culture, Sports and Tourism, the Ministry of Public Security and relevant ministries, branches and localities, in 2024, advise the Prime Minister to issue a document directing the strengthening of state management of beliefs in order to bring healthy religious activities in accordance with the law, promote resources in building and protecting the Fatherland, and take measures to handle distorted, deviant, profiteering and superstitious religious activities that affect traditional culture, security, order and social safety.

The Ministry of Culture, Sports and Tourism shall preside over and coordinate with ministries, branches and localities to promote propaganda and mobilization to raise awareness and responsibility of all levels, branches, people and tourists, seriously implement State regulations on festival organization; on the origin of festivals, relics and characters worshiped and honored; on the values ​​and true meanings of traditional beliefs and rituals; not to burn votive papers and votive paper indiscriminately, causing waste and expense; ensure safety, save and protect the environment.

In addition, strengthen inspection, examination and supervision before, during and after organizing festivals, promptly prevent and strictly handle violations in festival activities, especially acts of taking advantage of relics, festivals and beliefs for personal gain, superstitious activities and gambling; organize festivals in accordance with the law, do not organize festivals indiscriminately, causing waste of time and money of the people, society and the State.

Against the phenomenon of exploiting beliefs and religions for personal gain

The Prime Minister requested the Ministry of Information and Communications to direct media and press agencies to coordinate with ministries, branches and localities to strengthen the organization of propaganda and dissemination of laws on beliefs and religions; guide the implementation of cultural and civilized lifestyles at places of belief and worship, religious establishments and festivals; promptly reflect on the forms of organizing healthy and solemn festivals, cultural beliefs and religions; at the same time condemn and resolutely fight against the phenomenon of taking advantage of beliefs, religions and festivals for profit, propaganda and implementation of superstitious activities.

The Ministry of Public Security directs functional units to preside over and coordinate with relevant units and localities to develop and implement plans to ensure security, social order and safety, prevent fires and social evils at religious establishments and festival venues.

Proactively grasp the situation, combat, prevent, promptly detect and handle complicated incidents related to religion, and prevent "hot spots" of security, order and social safety from occurring.

Chairmen of People's Committees of provinces and centrally run cities shall strengthen state management of beliefs, religions and festivals; propagate, mobilize and guide religious organizations and individuals, Management Boards of religious establishments, and Festival Organizing Boards to properly implement legal provisions, organize belief, religious and festival activities, ensure security, order, safety, thrift, in accordance with civilized lifestyle, cultural traditions of the nation and good customs and practices of each locality.

At the same time, propagate and mobilize organizations and individuals not to burn votive paper and votive paper indiscriminately, causing waste and expense; ensure safety, protect the environment, practice thrift, and combat waste; do not allow superstitious activities, star offerings, soul calling, worshiping the dead, exorcising the dead, worshiping creditors, anti-culture, and profiteering at religious establishments; take measures to ensure security, safety, and prevent and fight fires and explosions at religious establishments and places of worship.
