Prime Minister Pham Minh Chinh requested that in the coming time, we will strengthen the fight against trade fraud, especially against the import of goods from third countries for export to the US.
Vietnamese representative agencies abroad strengthen the connection between Vietnam's economy and Vietnamese enterprises with other countries to better adapt to the situation, proactively adapt to the new situation of international trade, implement Resolution 59-NQ/TW dated January 24, 2025 of the Politburo and the article of General Secretary To Lam on international integration in the new situation.
That was the direction of Prime Minister Pham Minh Chinh when speaking at the conclusion of the online conference of the Prime Minister and ministries, branches, associations, enterprises with Vietnamese representative agencies abroad on the afternoon of April 7.
According to the Prime Minister, the whole country is currently implementing the "strategic quartet", along with Resolution 59 of the Politburo, which is to implement Resolution 57-NQ/TW on breakthroughs in science, technology, innovation, creativity and digital transformation; reforming and rearranging the apparatus of the political system, rearranging local administrative units; strongly developing the private economy, taking the private economy as the most important driving force to promote growth.
Prime Minister Pham Minh Chinh said that to implement this "strategic quartet", the Government has been focusing on implementing three strategic breakthroughs: institutional, infrastructure, and human resources. With the requirements of the new situation, the Prime Minister requested that Vietnamese representative agencies abroad grasp the situation and local markets, and propose Vietnam's tasks and solutions to other countries.
In particular, it is necessary to connect Vietnam's economy with other countries and regions and connect Vietnamese enterprises with enterprises of other countries; support enterprises in cooperation and business; regularly exchange with ministries, sectors, industries, and enterprises of other countries...
The Prime Minister also assigned tasks to ministries, sectors and localities in supporting business development. At the same time, he asked businesses to unite and coordinate with ministries, sectors and localities, especially Vietnamese representative agencies abroad, to improve product quality, apply science and technology, and innovate packaging and product designs.
Along with that, restructuring products, markets, and supply chains to expand markets, avoid dependence on certain markets, and promote production and business.
Regarding the US announcement of a new tariff policy, including a 46% reciprocal tax on imports from Vietnam, continuing to emphasize the need to remain calm, the Prime Minister requested to firmly maintain an independent, self-reliant, diversified, multilateral foreign policy, to be a good friend and reliable partner of all countries; to build an independent, self-reliant, proactive economy, actively integrating deeply, substantially and effectively into the international economy.
The Head of Government stated that there must be balanced and sustainable cooperation with the US for the benefit of both sides. To do this, according to the Prime Minister, there must be adaptive solutions that are both short-term and long-term, flexible and appropriate, through political, diplomatic, economic and commercial solutions.
According to the Prime Minister, resolving the tariff issue with the US needs to take into account the overall foreign economy of Vietnam and not affect other markets. The Prime Minister also reiterated that the US is Vietnam's most important export market but not the only one, there are many other important markets.
In the coming time, the Government will request ministries, branches and localities to step up the task of fighting against trade fraud, especially against importing goods from third countries for export to the US. In addition, there will be policies to support businesses facing difficulties, especially those with large impacts through tax reductions, fees, charges, credit packages, etc.
The Prime Minister hopes and believes that Vietnamese representative agencies abroad, ministries, sectors, and enterprises will unite, promote intelligence, think deeply, do big things, and have high determination, contributing to the whole country achieving the growth target of 8% in 2025. From there, it will create momentum, force, and position for the country to achieve double-digit growth in the coming time.
At the conference, delegates assessed the trade situation, international market developments and reactions and measures of countries after the US announced its new tariff policy. Delegates also mentioned the economic and trade cooperation situation between Vietnam and other countries; opportunities and challenges for Vietnamese goods and enterprises to take advantage of the host country's market in the current context.
According to opinions at the conference, along with continuing negotiations with the US to promote sustainable trade cooperation, Vietnam needs to continue diversifying products, supply chains, expanding markets, and avoiding dependence on a few specific markets.
