The overall goal of the Strategy is for all people to enjoy quality health care services, live in safe communities, and develop physically and mentally.
The Prime Minister has just approved the National Strategy for Protecting, Caring for and Improving People's Health until 2030, with a vision to 2045 (Decision No. 89/QD-TTg dated January 23, 2024).
The general goal of the Strategy is for all people to enjoy quality health care services, live in a safe community, develop physically and mentally, and contribute to improving the quality of life and the quality of human resources for the cause of national construction and defense.
The strategy also sets out specific goals, tasks and solutions on: Improving people's health; Improving disease prevention and control capacity associated with innovation in grassroots healthcare; Improving the quality of medical examination, treatment, rehabilitation and patient satisfaction; Population and development work; Developing health human resources; Promoting research and application of science and technology; Developing production and supply of drugs and medical equipment; Applying information technology and Digital Transformation.
Next are Innovation in health finance and health insurance; Development of health care associated with ensuring national defense and security; Strengthening inter-sectoral coordination, improving the effectiveness of foreign affairs, integration and communication of health information; Perfecting the institutional system, strengthening state management of health.
Strategy with orientation to 2045: Modernized health care system, international integration, improving the quality of health services on par with advanced countries in the region, meeting the increasingly high and diverse health care needs of the people, achieving universal health care coverage.
The Prime Minister also assigned specific tasks to ministries, branches, and localities... In particular, the Ministry of Education and Training presides over and coordinates with the Ministry of Health, the Ministry of Home Affairs, and relevant ministries and branches to organize training, fostering, and improving the capacity of school health staff in educational institutions to meet the requirements of primary health care for children and students in schools; ensuring human resources and appropriate remuneration in implementing school health work. Units organize, guide, and urge the implementation of the School Health Program and the School Health Program in preschools and general schools in conjunction with grassroots health care.
The Ministry of Health shall preside over and coordinate with the Ministry of Home Affairs and other ministries and branches to: Develop a Decision of the Prime Minister promulgating a list of public service units under the Ministry of Health to replace Decision No. 246/QD TTg dated February 12, 2014 of the Prime Minister; study and develop a Project to establish a Central Disease Control Agency; amend and supplement Decision No. 73/2011/QD-TTg dated December 28, 2011 of the Prime Minister stipulating a number of special allowance regimes for civil servants, public employees, and workers in public health facilities and the allowance regime for epidemic prevention and control; amend and supplement Decision No. 75/2009/QD-TTg dated May 11, 2009 of the Prime Minister on the regulation of allowance regimes for village and hamlet health workers.
