Prime Minister sends message to more than 20 million Vietnamese youth

The Prime Minister hopes that Vietnamese youth will be pioneers in studying, training, improving their mettle and will; pioneers in labor, production, business, and innovation in the era of Industry 4.0.

On the morning of March 22, Prime Minister Pham Minh Chinh chaired the conference "Prime Minister's Dialogue with Youth in 2023," with the theme "Building high-quality young human resources to meet the 4.0 era."

The conference was held online at the Government Headquarters with the headquarters of the Central Committee of the Ho Chi Minh Communist Youth Union and the People's Committees of 63 provinces and centrally-run cities.

The conference was attended by leaders of ministries, ministerial-level agencies, government agencies and relevant central agencies; representatives of the Central Committee of the Vietnam Fatherland Front, a number of Party committees, committees of the National Assembly, socio-political organizations; leaders of provinces and cities and a large number of youth nationwide and Vietnamese youth living and working abroad.

At Hai Duong bridge point, there were Vice Chairman of the Provincial People's Committee Nguyen Minh Hung, leaders of a number of departments and branches and 50 youth union members representing 79,498 youth union members in the whole province attending.

The conference's content revolved around three main topics: Education and training, for the goal of building high-quality young human resources to meet the requirements of the fourth industrial revolution; physical training, improving cultural and spiritual life for young people; creating an environment for young people to practice, start a business, and be creative.

Joining the Prime Minister in the dialogue with young people were the Ministers of: Home Affairs, Education and Training, Labor, War Invalids and Social Affairs, Culture, Sports and Tourism, Health, Information and Communications, Science and Technology, Planning and Investment, Foreign Affairs, Construction and the First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union.

Training knowledge and skills for Vietnamese youth to reach out to the world

Responding to questions about the Government’s important policies on building high-quality young human resources in the digital age, after the Minister of Education and Training commented, Prime Minister Pham Minh Chinh said that the Party and State always put young people at the center of the strategy of training and developing human resources. In any field, good and highly skilled experts are needed; the future of the world belongs to science, technology and the young generation.

The Party and the State always hope, place full trust in and create all conditions for the young generation to quickly, deeply and comprehensively access science and technology, conquer new heights of the world; soon approach, catch up with and surpass other countries; and be the core labor force that creates the strength of Vietnam.

In order for Vietnamese students to be on par in terms of capacity and intelligence with students around the world, especially those in developed countries, the Prime Minister said that the most important thing in creativity is passion, enthusiasm, concern, dedication, not giving up in the face of any difficulties that reality poses, the more difficult the more determined; must stick closely to reality, start from reality, take reality as a measure in creativity and applied thinking.

Along with studying and improving professional knowledge, the Prime Minister especially noted that young people and students must study and improve their foreign languages, considering this a window for Vietnamese youth to reach out to the world.

Regarding the youth's wishes for the Government's solution to support young workers to be retrained and equipped with the necessary skills when participating in the current labor market, after the response of the Minister of Labor, War Invalids and Social Affairs, the Prime Minister said that our country is realizing the great aspiration to become a developed country with high income by 2045. We are building the country based on three main pillars: building a socialist rule of law state, building socialist democracy, and building a socialist-oriented market economy. The market economy must follow the market rules, including the rules of competition and the rules of supply and demand. Labor must also comply with the rules of supply and demand.

The role of the State is to have a mechanism to regulate the labor market, and at the same time have policies to support unemployed workers such as career guidance and retraining, especially for young workers. In addition, young people should also choose careers that require high skills and expertise to pursue; adapt to changes in the market and be proactive and responsible for themselves.

“The market mechanism opens up many opportunities for each of us, as long as we have determination, effort, and determination to pursue our goals to the end; we hope and believe that Vietnamese youth will continue to promote the nation's traditions, be self-reliant, overcome difficulties and challenges, and move forward with the country,” the Prime Minister emphasized.

The Prime Minister also requested the Ministry of Labor, War Invalids and Social Affairs to study and develop policies and mechanisms to create conditions for people with disabilities and disadvantaged people to express their aspirations to participate in building and developing the country; spreading the value of Vietnamese people who can contribute to society and the country in any circumstance.

Responding to questions about housing policies for young workers and laborers, after the speech of the leader of the Ministry of Construction, the Prime Minister said that with the viewpoint of "settling down and making a career", the housing law has many mechanisms and policies to support the development of social housing and housing for workers, including young workers. The Prime Minister is directing the Ministry of Construction to deploy the development and completion of the draft Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030". Accordingly, the form of renting and renting to buy houses will be expanded, the subjects will be expanded, creating conditions for people, including young people, to have the opportunity to "settle down and make a career."

In response to the question about solutions to achieve the targets on scientific research among youth according to the Vietnam Youth Development Strategy for the period 2020-2030, together with the Minister of Science and Technology, the Prime Minister affirmed that the scientific research movement among youth and students in universities, research facilities, factories, enterprises, production facilities... is increasingly developing deeply, substantially and effectively.

Scientific research by young people has closely followed the breath of life, in many fields, many in-depth works, focusing on the world's spearheads such as: 3rd year student of Sao Do University Pham Khac Nam, captain of the "KC lightning team" Robotcom in 2017, self-studying, self-researching, implementing the robot technology transfer program; Tran Minh Qui, Institute of Malaria and Parasitology, Ho Chi Minh City, received the Pham Ngoc Thach award in 2022 for scientific research; Hoang Trung Hieu, 23 years old, talented bachelor, the only student to be awarded the scientific research award on artificial intelligence in 2019. The results have made practical contributions to the cause of building and defending the Fatherland.

The Prime Minister suggested that young people should be confident, committed, bold in innovation, dare to think, dare to do, dare to face difficulties and challenges, and not be afraid of failure; as the proverb says: Failure is the mother of success. You should be the core of start-up and innovation movements, thereby creating breakthroughs in scientific research, contributing to promoting socio-economic development and ensuring national defense and security.

Training the mind, body, and soul for young people

Answering the question about health care and improving the physical fitness of young people to meet the standards of high-quality human resources, after the answer of the Minister of Health, the Prime Minister emphasized that health is a valuable asset for both young and old people, especially the older people are, the more they feel the preciousness and appreciate health more. We must learn from and follow Uncle Ho's example of physical training.

The Party and the State always attach importance to the physical and mental health of the people, especially the youth. Effective implementation of the proposed mechanisms and policies will contribute to improving the health and physical fitness of the youth. Our society really needs a generation of young people with beautiful souls, intelligence and health. The goal that the young generation of Vietnam needs to aim for is the values ​​of truth, goodness and beauty.

Regarding the question about cultural institutions for youth, after the response of the Minister of Culture, Sports and Tourism, the Prime Minister emphasized that cultural institutions play an important role in the economic, political, cultural and social life of the country; building and perfecting cultural institutions contributes to building an advanced Vietnamese culture imbued with national identity.

The Government and relevant ministries and branches are making efforts to build, manage, regulate and effectively use cultural institutions; calling on young people to actively participate in building, managing and perfecting cultural institutions for the rapid and sustainable development of the country.

The Prime Minister said that we have just organized the National Cultural Conference, commemorating the 80th anniversary of the cultural outline. After the conferences, there have been positive changes in awareness and action in building and developing culture. The Party and the State always put culture on par with economics and politics, as General Secretary Nguyen Phu Trong affirmed, "If culture exists, the nation exists." Culture is one of the resources for building the country. The Prime Minister hopes that young people - those entrusted by the country - with their youth will continue to preserve, promote and creatively utilize cultural resources to develop the country in the period of the fourth industrial revolution.

Create the best conditions for young people to start businesses and innovate

Regarding the question of supporting youth start-up and innovation activities, the Prime Minister said that the Party, State and Government have built institutions and issued many mechanisms and policies to encourage and facilitate innovation; built incubators and innovation ecosystems; prioritized capital, science and technology transfer, human resource training, and created markets for innovation. These include establishing a National Innovation Center; forming a network of Vietnamese scientists worldwide to innovate and create together to contribute to national development.

Regarding solutions to promote activities towards the origin of overseas Vietnamese, especially the young generation, along with the exchange of the Minister of Foreign Affairs, the Prime Minister affirmed that Vietnamese people, whether at home or abroad, are all children of Lac and descendants of Hong. Throughout the process of leading the revolution, our Party has always identified overseas Vietnamese as an inseparable part of the Vietnamese nation. The Party, State and people always highly appreciate the contributions of overseas Vietnamese, the fact that overseas Vietnamese always turn towards the Fatherland, stay attached to their homeland, and make a worthy contribution to the common cause of the nation.

Young people are the core, the driving force, the most important and effective resource in activities towards the roots, contributing to raising awareness and sense of responsibility in strengthening the great national unity bloc. The country always desires, trusts and appreciates the contributions of the overseas Vietnamese community, especially the youth, to the homeland. "There is no need for anything grand, you should start with the smallest, most specific and most practical things," the Prime Minister pointed out.

Sending a message to more than 20 million Vietnamese youths both at home and studying, working and living abroad, the Prime Minister affirmed that the Party and State always appreciate the role, position and importance of youth in the cause of building and defending the Fatherland. Throughout history, youth have always played an important role as Uncle Ho once said: youth are the future owners of the country; the prosperity or decline of the country depends on the youth.

The Party and the State are always responsible for the youth; the Government, ministries and sectors always dialogue and exchange to find the most effective solutions, encouraging the tireless dedication of the youth. President Ho Chi Minh, previous leaders, leaders of the Party and the State through the periods always entrust, trust and hope in the youth to live and contribute to the homeland, the country, and the revolutionary cause of the Party.

The Prime Minister wishes that Vietnamese youth: be pioneers in studying, training, improving their mettle and will; be pioneers in labor, production, business, and innovation in the era of Industry 4.0; be pioneers in the cause of protecting national independence associated with socialism, firmly protecting independence, sovereignty, territorial integrity, and seas and islands in all circumstances; be pioneers in international integration so that international friends can see that Vietnamese youth are not inferior to any country in terms of intelligence, qualities, emotions, and sincerity; be pioneers in preventing and fighting negativity and corruption; be pioneers in preventing and fighting hostile forces, especially against bad and toxic information, distorting the Party, the State, and the achievements of the regime.

The Head of Government believes that, as those who were born and studied in an environment with the care and protection of the Party, the State and the people, Vietnamese youth are aware of their responsibilities, following Uncle Ho's teaching "wherever there is a need, there is youth, where there is difficulty, there is youth"; Vietnamese youth have goals and ideals to build socialism, the desire to live and rise up; have a strong will, promote innovation in the 4.0 era; are responsible for themselves, their families and society; devote themselves to a strong and prosperous country, where people are increasingly well-off and happy.

“We show our faith and aspirations to the youth, always encouraging them to achieve their goals as previous generations always wished,” the Prime Minister suggested.

At the dialogue, on the occasion of the 92nd anniversary of the founding of the Ho Chi Minh Communist Youth Union (March 26, 1931 - March 26, 2023), Prime Minister Pham Minh Chinh sent his best wishes to union members and young people nationwide. Prime Minister Pham Minh Chinh also presented the Prime Minister's awards to 10 Outstanding Young Vietnamese Faces of 2022 and 10 Promising Young Vietnamese Faces of 2022.
