Research and complete specific contents on new salary and allowance reform
In this document, Prime Minister Pham Minh Chinh directed ministries and branches to resolve 11 recommendations of the Vietnam General Confederation of Labor.
Regarding the proposal of the Vietnam General Confederation of Labor to soon implement the Project on salary reform for cadres, civil servants and public employees according to Resolution No. 27-NQ/TW of the 7th Conference of the Central Executive Committee of the 12th Communist Party of Vietnam on reforming salary policy for cadres, civil servants, public employees, armed forces and employees in enterprises, Prime Minister Pham Minh Chinh assigned the Ministry of Home Affairs to study and complete the specific contents of the new salary and allowance policy reform and submit it to competent authorities for consideration and decision on implementation at an appropriate time after 2023, ensuring compliance with the requirements of Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Conference of the Central Executive Committee, 12th tenure, and submit it to competent authorities on the implementation roadmap.
Regarding the proposal to study and promulgate appropriate policies to "recruit mature union officials from the grassroots level, in the workers' movement, attract and motivate union officials" according to the direction of the Politburo in Resolution No. 02-NQ/TW dated June 12, 2021, the Prime Minister assigned the Ministry of Home Affairs to coordinate with the Vietnam General Confederation of Labor to study and propose appropriate policies to implement the direction of the Politburo in Resolution No. 02-NQ/TW dated June 12, 2021 on recruiting mature union officials from the grassroots level, in the workers' movement, attract and motivate union officials.
Regarding the assessment, determination and announcement of the "minimum living standard" of workers and their families, the Prime Minister assigned the Ministry of Planning and Investment to continue studying the opinions of the Vietnam General Confederation of Labor to collect more complete information to calculate the minimum living standard of workers and their families as a basis for the National Wage Council to determine the annual regional minimum wage.
