HTS leader reveals plan for comprehensive economic and security reforms in Syria

Ahmad al-Shara, also known as Abu Mohammed al-Julani, the leader of the Syrian opposition group Hayat Tahrir al-Sham (HTS), has announced a major reform plan to rebuild Syria after the fall of President Bashar al-Assad's regime.

The reform plan was revealed by the HTS leader in an interview with Syrian state television on December 15 (local time).

These changes are expected to mark a major turning point for the war-torn country.

One of the highlights is a plan to increase wages by 400% to ease the economic hardship faced by Syrians. However, Mr. al-Shara has not given a specific time for implementation.

He also announced the issuance of a new currency, only after the value of the current Syrian pound is stabilized.

The move comes as the Syrian currency has gained 50% in value against the US dollar since the fall of the Assad regime, thanks to the influx of Syrians returning from Lebanon and Jordan.

Mr al-Shara stressed the need to disarm all armed factions and place all weapons under state control. "No faction or weapon is outside the authority of the government," he declared.

Rebuilding devastated areas and returning displaced people is a top priority. Mr. al-Shara pledged to rebuild destroyed homes and ensure that all Syrians can return home.

Another notable change is the revision of the military service regulations. According to Mr. al-Shara, compulsory military service will be limited to certain professions and applied for a specific period of time.

These reforms came after a 12-day military campaign that led to the fall of the Assad regime on December 8. This was an effort to consolidate HTS's power and reshape the social order in Syria.

While the above plans offer hope, their implementation and actual impact on people remains to be seen.

Whether these measures are enough to repair the deep wounds left by war will depend on how they are implemented in practice.

Also on December 15, al-Shara leader and UN Special Envoy Geir Pedersen held talks in Damascus, focusing on "changes that have occurred in Syrian politics," according to a statement from HTS.

The group's leaders called for an update of UN Security Council Resolution 2254 of 2015 to reflect new developments in the situation.

During the meeting, the HTS al-Shara leader also highlighted a number of priorities for the reconstruction and development of Syria, including: Commitment to protecting the territorial integrity. Proposing measures to restore the Syrian economy, which has been devastated by more than a decade of civil war. Calling for political and economic support to ensure refugees can return to their homeland in safe conditions.
