On February 14, US-sponsored negotiations between Israel and the Hamas Islamist movement on releasing hostages and establishing a ceasefire reached a deadlock.

Israeli Prime Minister Benjamin Netanyahu said on February 14 that he would not send a delegation back to Cairo to continue talks because Hamas had not made a new proposal after Israel rejected the militant group’s initial proposal last week. The Israeli Prime Minister’s office issued a statement stressing that Israel would not give in to Hamas’ “excessive demands” and that “a change in Hamas’ position would allow for progress in the negotiations.”

Israel has rejected Hamas' demands for a permanent ceasefire and a full withdrawal of Israeli forces from Gaza, the WSJ reported, citing officials involved in the negotiations. The two sides also disagreed on the number of prisoners to be released. Israel has also warned that if Hamas does not return to the negotiating table with a more reasonable proposal, Israel will soon launch a military operation against Rafah.

The Biden administration is trying to push for a ceasefire in Gaza as Israel prepares for a ground offensive against the Gaza city of Rafah on the border with Egypt. CIA Director William Burns wrapped up talks with top Middle East officials in Cairo on February 13, but made no major progress toward a deal. FBI Director Christopher Wray also made an unannounced trip to Israel to show support for Israel, the FBI said.
