On the afternoon of July 6, the People's Court of Hai Duong province sentenced Ly Van Tuong (born in 1992, residing in Kien Thanh commune, Luc Ngan district, Bac Giang) to 20 years in prison for illegally manufacturing and storing explosives.

In early December 2022, Tuong met a man who introduced himself as Tran Manh Hung (name and address unknown). Hung and Tuong discussed and agreed to pool money to buy ammonium nitrate mixed with diesel fuel to make explosives to sell for profit.
From December 10 to 14, 2022, Tuong gave Hung 50 million VND to contribute with Hung to buy Ammonium nitrate at 65,000 VND/kg to mix with diesel oil to make explosives, Hung contributed the remaining amount.
In the early morning of December 18, 2022, at parking lot No. 1 of the Cao Temple relic site in An Sinh ward (Kinh Mon), Tuong mixed diesel oil with particles in 139 pineapple sacks containing Ammonium nitrate to create more than 3,671 kg of explosives and stored 57 electric detonators to sell to others. He was discovered and caught red-handed by the Investigation Police Agency of Hai Duong Provincial Police, confiscated evidence.
Tuong has been to prison twice for theft and illegal possession of drugs. The subject named Hung has not yet been identified by name or specific address. The police continue to investigate and clarify.
