The unlicensed cement-hulled boat was piloted by Mr. Luu Cung Nguyen, born in 1989, from An Phuong commune (Thanh Ha, Hai Duong).
At 11:00 p.m. on December 24, on the Rang River in Hong Lac Commune (Thanh Ha), a working group of Thanh Ha District Police in coordination with the Traffic Police Department of Hai Duong Province Police patrolled and discovered a boat driven by Mr. Luu Cung Nguyen, born in 1989, from An Phuong Commune (Thanh Ha) illegally pumping sand.
At the time of inspection, authorities discovered about 5 cubic meters of sand in the ship's hold.
During the working process, Mr. Nguyen could not provide any documents related to the vehicle, professional certificates, or mining licenses. The working group proceeded to draw up a record, temporarily detained the vehicle and related evidence for further verification and clarification.
It is known that the area where authorities discovered Mr. Nguyen's ship is not a place permitted to exploit resources and minerals.
