Faced with the reality of many difficulties in granting land use right certificates, the People's Committee of Nam Sach district (Hai Duong) has classified cases and discussed solutions to resolve them.
On the morning of August 29, the People's Committee of Nam Sach District (Hai Duong) held a meeting to discuss measures to remove difficulties and obstacles in the issuance of land use right certificates in the district. Leaders of the Provincial Tax Department and the Hai Duong Provincial Land Registration Office attended the meeting.
According to the report of the professional agency, Nam Sach has 63,161 land plots of households and individuals in residential areas in the district that have been granted land use right certificates, reaching a rate of 98%. Currently, there are 1,389 land plots that have not been granted land use right certificates (land plots in rural residential areas, not including auctioned land plots in residential areas).
Of these, 1,203 plots of land have houses and constructions built on them. Some communes still have many plots of land that have not been granted land use right certificates, such as Cong Hoa (306 plots), Nam Chinh (151 plots), Thai Tan (141 plots)...
The People's Committee of Nam Sach district has compiled and classified 13 groups of specific problems in the issuance of land use right certificates and proposed relevant departments and branches to provide guidance on how to resolve them. Some common problems are land allocated without authority from the previous period; land plot area changes due to violations and transfers; problems in the coordination process for issuing land use right certificates...
At the meeting, the People's Committee of Nam Sach district and representatives of provincial departments and branches focused on discussing solutions to drastically remove obstacles in granting land use right certificates to people in each specific case. The People's Committee of Nam Sach district also pointed out some shortcomings in the 2024 Land Law for implementation guidance.
After discussion and receiving comments from representatives of the provincial departments, comrade Duong Van Xuyen, member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the People's Council of Nam Sach District (Hai Duong) accepted and requested the People's Committee of Nam Sach District to consider issuing a coordination process, assigning responsibilities, authority, and specific processing time for each agency and unit in coordinating the issuance of land use right certificates to people.
