Early completion of regulations on power control and control of assets and income

On July 10, the Central Inspection Commission held a national conference to review the Party's inspection and supervision work in the first 6 months of the year and deploy tasks for the last 6 months of 2023, in a combination of in-person and online formats.


Comrade Tran Cam Tu, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission, delivered a speech directing the Conference.

Comrade Tran Duc Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the conference at the Hai Duong Provincial Party Committee bridge.

Also attending were members of the Provincial Party Committee's Inspection Committee and members of the Inspection Committees of District Party Committees, Town Party Committees, City Party Committees, and Party Committees directly under the Hai Duong Provincial Party Committee.

Directing at the conference, Politburo member, Party Central Committee Secretary, Chairman of the Central Inspection Commission Tran Cam Tu highly appreciated the results of inspection, supervision and party discipline work in the first 6 months of 2023 of Party committees and Inspection Commissions at all levels, which have successfully completed the advisory work and performed tasks according to the Party Charter with a large volume, quality and efficiency have been significantly improved.

Mr. Tran Cam Tu requested that Party committees and Inspection Committees at all levels need to be more deeply aware of the advantages and difficulties, unite, be proactive, and be determined to successfully carry out the tasks of 2023, focus on leadership, direction, and well implement a number of key contents. In particular, continue to advise the Politburo, the Secretariat, and Party committees at all levels to effectively carry out the inspection and supervision tasks of 2023, and build and perfect the institution on inspection and supervision work to ensure strictness, synchronization, science, and suitability with reality.

In the immediate future, complete the Regulations on apologies and restoration of rights for party members who have been unjustly disciplined; Regulations on controlling the power to prevent and combat corruption and negativity in inspection, supervision, and enforcement of party discipline and in inspection and auditing activities; Procedures for inspection and consideration of disciplinary enforcement by the Politburo and the Secretariat; Mechanism for controlling assets and income of officials under the management of the Politburo and the Secretariat..., the Head of the Central Inspection Commission emphasized.

Mr. Tran Cam Tu also proposed to promote the comprehensive implementation of tasks according to the Party Charter, focusing on inspecting and supervising cadres and party members who show signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation", violating Party regulations, State laws, violating things that party members are not allowed to do, especially in places where corruption and negativity are likely to occur and places with many prominent and pressing issues in society; when signs of violations are detected, they must be promptly inspected, concluded and strictly handled. Perfecting the organization and apparatus of the Inspection Committee and the Inspection Committee agencies at all levels in a streamlined and effective manner; building a team of inspection officers with strong political will, pure moral qualities, high responsibility, good professional skills and being truly impartial, objective and upright to meet the requirements.

Information at the Conference showed that in the first 6 months of the year, the Politburo, the Secretariat and Party committees at all levels regularly paid attention to leading, directing and directly implementing inspection and supervision work; creating favorable conditions for the Central Inspection Committee and Inspection Committees at all levels to effectively carry out tasks according to regulations. Notably, the proactive and drastic implementation of inspections when there were signs of violations against party organizations and party members related to cases and incidents under the supervision and direction of the Central Steering Committee on anti-corruption and negativity.


Conference delegates

In the first 6 months of 2023, Party committees at all levels inspected 19,491 Party organizations and 100,117 Party members, including 23,899 Party members at Party committees at all levels. Party committees at all levels and Party cells also inspected 115 organizations and 795 Party members when there were signs of violations.

Inspection Committees at all levels inspected 914 party organizations and 3,057 party members, including 1,625 committee members at all levels, when there were signs of violations; inspected the implementation of inspection and supervision tasks for 13,427 lower-level party organizations.

The Inspection Committees of localities and units inspected the leadership and direction of budget collection and expenditure, production and business of 900 party organizations; inspected 12,934 party organizations and 129,036 party members on the collection, payment, management and use of party fees.

Party committees at all levels and Party cells have disciplined 182 Party organizations and 7,065 Party members, including 1,379 Party committee members. Of which, the Central Executive Committee expelled 1 Party member from the Party; the Secretariat disciplined 2 Party organizations and 17 Party members with warnings.

Inspection committees at all levels have disciplined 92 party organizations and 2,894 party members, including 889 committee members.

Also in the first 6 months of 2023, Party committees at all levels supervised 12,437 Party organizations and 44,737 Party members, of whom 14,215 were Party committee members at all levels. Inspection committees at all levels supervised 8,947 Party organizations and 12,002 Party members, of whom 8,033 were Party committee members at all levels.

In the last six months of 2023, the Central Inspection Commission will focus on directing and promptly completing inspections when there are signs of violations against party organizations and party members assigned by the Central Steering Committee on anti-corruption and negativity; continue to advise, build and perfect institutions on inspection and supervision work to ensure scientific, strict, synchronous and suitable to practical conditions.

In the immediate future, the Central Inspection Commission will focus on advising on the development and submission to the Politburo and the Secretariat of the following projects: Inspection procedures of the Politburo and the Secretariat; Procedures for reviewing and enforcing discipline on party organizations and party members by the Politburo and the Secretariat; Procedures for handling denunciations against party organizations directly under the Central Committee and party members who are cadres under the Central Committee's management; Regulations on protecting whistleblowers, fighting corruption and negativity; Mechanism for controlling assets and income of cadres under the management of the Politburo and the Secretariat.

In the last 6 months of 2023, the Central Inspection Commission and Inspection Commissions at all levels will proactively carry out planning, perfecting and improving the quality of inspection staff at all levels; advise and implement the Project and Regulations on rotation of cadres in the Party Inspection Sector system when issued...
