Vice Chairman of the Vietnam Fatherland Front Committee is the head of socio-political organizations.

According to Instruction No. 31-HD/BTCTW of the Central Organizing Committee, the Standing Committee of the Provincial Party Committee and the Central City Party Committee (for the province and city implementing the merger, the Standing Committee of the Provincial Party Committee and the City Party Committee where the political-administrative center of the new province is selected) presides over and directs the Standing Committee of the Provincial Vietnam Fatherland Front Committee to develop a Project to arrange and streamline the organization of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State.

The principle is to merge the advisory and support agencies with the provincial Fatherland Front agencies; maintain the legal status of socio-political organizations and mass associations (with their own seals and accounts); both ensuring the activities of organizations and mass associations under the Vietnam Fatherland Front and ensuring the initiative and creativity of each organization (relative independence).

At the provincial level, the Provincial Fatherland Front Congress is held immediately after the Provincial Party Congress (under the guidance of the Standing Committee of the Central Committee of the Vietnam Fatherland Front).

On the basis of the approved project, the Standing Committee of the Provincial and Municipal Party Committees discussed and agreed for the Standing Committee of the Central Committee of the Vietnam Fatherland Front to issue a decision to establish the Provincial and Municipal Fatherland Front Committees and recognize the committee members and positions in the Provincial Standing Committee of the Fatherland Front (chairman and vice chairs).

The number of members of the Vietnam Fatherland Front Committees of the provinces and cities subject to merger shall not exceed the total number of members of the Vietnam Fatherland Front Committees of the provinces and cities before the merger (excluding those who retire, transfer jobs or wish to resign). When the congress is conducted according to the instructions of the Standing Committee of the Central Committee of the Vietnam Fatherland Front.

The structure of the standing committee of the provincial and municipal Fatherland Front Committee includes the chairman and vice chairmen, excluding non-professional vice chairmen (if any).

In the provinces and cities subject to merger, consider arranging the comrades who are currently the chairmen and vice chairmen of the Fatherland Front of the provinces and the comrades who are heads of socio-political organizations.

In which, 1 vice president is also the chairman of the Provincial Labor Federation, 1 vice president is also the chairman of the Provincial Farmers' Association; 1 vice president is also the chairman of the Provincial Women's Union; 1 vice president is also the secretary of the Youth Union; 1 vice president is also the chairman of the Provincial Veterans' Association.

Regarding the number of executive committees and standing committees of provincial-level socio-political organizations, the merged provinces and cities shall not exceed the total number of executive committee members and standing committee members of existing socio-political organizations before the merger (not including the number of retirees, transferees or those wishing to resign).

Using existing cadres, civil servants, public employees and workers

Regarding the number of deputies of socio-political organizations, the current number of deputies will remain the same for now.

Socio-political organizations (Trade Union, Farmers' Association, Women's Union, Youth Union, Veterans' Association) operate according to each organization's charter, have their own seals and accounts...

The Provincial and Municipal Fatherland Front Committee is established by the Provincial and Municipal Party Committee; it is an advisory body, assisting the Committee, the Provincial Fatherland Front Standing Committee and provincial-level socio-political organizations; implementing the provisions of law, the Charter of the Vietnam Fatherland Front, the charters of socio-political organizations and relevant regulations of the Party and State. It is also a specialized and professional agency for the work of the Front and mass organizations.

Regarding the organizational structure, 9-10 departments and units were established, including: Office; Organizing Committee., kinspection; committee for democracy, supervision and social criticism; trade union working committee; farmer working committee; youth working committee; women working committee; veteran working committee.

Depending on practical conditions, the provincial and municipal Party Standing Committees decide to establish 1-2 committees with specific characteristics, suitable for specific localities such as: ethnic groups, religions, industrial park trade unions, mass association work committees or propaganda and social work committees...

Arrange the public service units of political and social organizations to be directly under the Provincial Fatherland Front Committee such as youth and children's cultural houses; labor cultural houses (if any); types of farmer support funds, women's support funds (after the arrangement and consolidation).

The functions, tasks, organizational structure, and working relationships of the provincial Fatherland Front agencies shall comply with the regulations of the Secretariat.

The arrangement and assignment of leadership, management, head and deputy head positions of departments and specialized units of the agency shall be carried out according to the decentralization of cadre management. Arrangement of deputy heads of provincial-level socio-political organizations to concurrently be heads of departments and units of the agency to advise and assist the Provincial Fatherland Front Committee.

In the immediate future, the number of deputy heads of existing departments and units can be kept the same, after 5 years of implementation according to regulations.

For mass organizations assigned by the Party and the State, the total number of executive committee members and standing committee members of the mass organizations in the provinces and cities subject to merger must not exceed the total number of executive committee members and standing committee members of the mass organizations in the provinces and cities before the merger. Regarding the number of deputy heads of each organization, the current number of deputy heads will be maintained for now, and after the congress of each organization, it will be implemented according to the instructions of the competent authority.

The establishment of the Provincial Vietnam Fatherland Front Party Committee is a grassroots Party Committee directly under the Provincial Party Committee of Party agencies, with affiliated Party organizations including: Party cells of departments and units of the Provincial Vietnam Fatherland Front agency; Party cells of public service units; Party cells of mass organizations assigned tasks by the Party and State.

Regarding staffing, in the immediate future, use the existing staff, civil servants, public employees, and workers. After stable operations, continue to complete job positions, manage, and use staffing according to regulations.

Currently, the Hai Duong Provincial Fatherland Front Committee is proactively coordinating to develop a project to reorganize and streamline the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State according to the guidance and direction of the Central Government and the province.
