After the reorganization, the Party Committee of the commune and ward established 3 advisory and support agencies.

The Central Organizing Committee has just issued Instruction No. 31-HD/BTCTW on establishing party organizations corresponding to local administrative units and arranging the organizational apparatus of the Vietnam Fatherland Front and provincial and communal-level mass organizations.

Regarding the establishment of Party committees of communes, wards, and special zones (new commune level) after the merger and the arrangement of administrative units at the commune level, the Central Organizing Committee guides the Standing Committees of the current provincial and municipal Party Committees directly under the Central Committee to direct the development of a project to end the activities of the old district-level and commune-level Party committees; and establish a new commune-level Party committee.

The time of ending the activity is synchronous with the time of establishment and operation of the new party committee.

Along with closely following the Party Charter, the Central Committee's viewpoints, principles and directions, the project must be clear about the functions, tasks, organizational structure, supporting staff agencies, Party organizations, affiliated public service units (if any)...

Completion time is synchronized with the merger and arrangement of commune-level administrative units, before May 15.

After approving the project, from July 1 to August 15, provincial and municipal Party Committees will deploy and complete it.Some of the following contents are in sync with the consolidation and arrangement of commune-level administrative units.

That is, implementing the decisions of the provincial and municipal Party Committees to establish commune-level Party Committees, appoint executive committees, standing committees, secretaries, deputy secretaries, inspection committees, chairmen and deputy chairmen of inspection committees of commune-level Party Committees for the 2025-2030 term.

On the basis of the approved project and decision of the competent authority, the Standing Committee of the provincial Party Committee and the commune-level Party Committee, according to their functions, tasks and authority, shall lead, direct and implement the establishment of advisory and support agencies and public service units of the commune-level Party Committee.

In particular, the Party Committee of the commune and ward has established 3 specialized agencies to advise and assist, including the office, the Party building committee, and the Party Committee inspection committee.

The Party Committee of the commune or ward where the district-level political center is located is now allowed to establish an additional political center as a public service unit of the Party Committee.

The special zone Party Committee is the direct superior Party Committee of the grassroots Party organization and is allowed to establish up to 4 advisory and support agencies, including the office, the organizing committee, the propaganda and mass mobilization committee, the inspection committee, and the political center, which is the Party Committee's public service unit.

Provincial and municipal Party Committees lead, direct, arrange and assign leaders, managers, civil servants, public employees and staff of advisory and support agencies to commune-level Party Committees in the direction of basically arranging current district and commune-level officials, civil servants, public employees and staff to commune level and increasing a number of leaders and managers of provincial-level departments, agencies and branches to commune level (if necessary).

Based on the direction of the provincial and municipal Party Committees and the functions, tasks, and organizational structure of the commune-level Party Committees and the advisory and support agencies for the commune-level Party Committees, the commune-level Party Committees receive, assign, and arrange cadres, civil servants, public employees, and payrolls to the commune level according to regulations and time.
Complete synchronously with the merger and arrangement of commune-level administrative units before July 1.

Regarding the staffing of leaders, civil servants, and public employees of specialized advisory and support agencies and public service units of the Party Committee at the commune level (new), the Central Organization Committee has set a target of about 15-17 staffing levels, and in places with political centers, no more than 20 staffing levels will be arranged.

In the immediate future, it is possible to arrange more staff (including existing Party officials of districts and communes and some provincial-level officials and civil servants); after completing the job positions, after a maximum of 5 years, it must be implemented in accordance with regulations.

Commune-level administrative units remain unchanged and are not merged. The leadership agencies shall implement Directive 45-CT/TW of the Politburo; arrange staff for advisory agencies in accordance with requirements and actual situations, ensuring general balance in the political system at the same level.

For the leadership positions of the Party Committee at the commune level, it is necessary to consider and arrange cadres with sufficient qualities and capacity to meet the general work requirements.
At the same time, in the following order of orientation: Comrades are standing members; members of the standing committee; vice chairmen of the People's Council, People's Committee; current district-level committee members... Strengthen a number of leaders and managers at the provincial level (if necessary).

For commune-level administrative units with adjusted boundaries: In addition to the above contents, the Standing Committee of the provincial Party Committee leads and directs the transfer and reception of Party organizations and Party members between commune-level Party Committees according to the guidance of the Secretariat.

Report to the Central Organizing Committee the results of the organizational arrangement and assignment of commune-level cadres and civil servants before August 15.
