The following communes and wards will arrange for 23 - 30 civil servants from the Party and mass organizations.

According to Instruction No. 31-HD/BTCTW of the Central Organizing Committee on the establishment of party organizations corresponding to local administrative units and the arrangement of the apparatus of the Vietnam Fatherland Front and provincial and commune-level mass organizations, based on the approved project, the Standing Committee of the provincial and municipal Party Committees directs the Standing Committee of the Provincial Fatherland Front Committee to decide on the establishment of the Fatherland Front Committees of communes, wards and special zones; and recognizes the positions in the Standing Committee of the Fatherland Front at the commune level.

The structure and personnel of the Chairman of the Commune Fatherland Front Committee shall comply with Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo.

The Vice Chairman of the Commune Fatherland Front Committee is the head of socio-political organizations (after reorganization), including: 1 Vice Chairman who is also the Chairman of the Women's Union; 1 Vice Chairman who is also the Secretary of the Youth Union; 1 Vice Chairman who is also the Chairman of the Farmers' Association (where the Farmers' Association is organized); 1 Vice President is also the President of the Veterans Association; 1 Vice President is also the President of the Trade Union (where there is a trade union); of which, 1 comrade is selected and assigned as the permanent Vice President. When the Congress is implemented, follow the instructions of the competent authority.

The commune-level Fatherland Front Committee is established by decision of the commune-level Party Committee Standing Committee, has its own seal and account.

The staffing of leaders and civil servants of specialized agencies advising and assisting the Fatherland Front Committee at the commune level (new) is oriented to be about 8 - 10 staffing levels (including chairman, vice chairman, and assisting civil servants).

In the immediate future, it is possible to arrange more staff (including existing district and commune Fatherland Front and mass organization staff and possibly some provincial-level officials and civil servants); after completing the job positions, after a maximum of 5 years, it must be implemented in accordance with regulations.

Regarding party organization, establish a party cell of the Fatherland Front agency at the commune level directly under the party committee of the commune or ward.

Also in this guide, the Central Organizing Committee has orientedAfter the reorganization, the Party Committee of the commune and ward established 3 advisory and support agencies., including the office, the Party building committee, and the Party Committee's inspection committee. The Party Committee of the commune or ward where the district-level political center is located is now allowed to establish an additional political center as a public service unit of the Party Committee.

Regarding the staffing of leaders, civil servants, and public employees of specialized advisory and support agencies and public service units of the Party Committee at the commune level (new), the Central Organization Committee has set a target of about 15-17 staffing levels, and in places with political centers, no more than 20 staffing levels will be arranged.

Thus, after the arrangement, each commune, ward and town is oriented to arrange a total of about 23 - 27 civil servants of the Party and mass organizations (including 15 - 17 civil servants of the Party, 8 - 10 civil servants of the Vietnam Fatherland Front and mass organizations).

Communes and wards where the political center is a public service unit of the Party Committee are assigned from 23 to 30 civil servants (these communes and wards are oriented to assign a maximum of 20 party block positions).

In the short term, more staff can be arranged, but after a maximum of 5 years, it must be implemented in accordance with regulations.
