Party members maintain their courage in streamlining the apparatus

In the revolution of streamlining the apparatus, each party member needs to promote their mettle, take the lead as an exemplary leader, and contribute to realizing the aspiration for development.

In recent times, implementing the Central Committee's resolutions on innovation, streamlining the organization, and operating effectively and efficiently, Hai Duong's Party Committees, authorities, cadres, and Party members have seriously implemented them, creating initial remarkable changes. From merging agencies and units with similar functions, merging commune-level administrative units, to rearranging cadres in accordance with new requirements, Hai Duong has demonstrated high political determination and the synchronous participation of the entire system. However, this is just the beginning of a long journey, requiring deeper consensus and responsibility, especially from each cadre and Party member.

Streamlining the apparatus is not only a matter of organization and personnel, but also a test of the trust, political capacity and sense of responsibility of each person. In the process of arrangement and merger, it is difficult to avoid disruptions in work, positions and many personal thoughts. Some people who are leaders now move to other positions. Some people who have been with a unit for many years now have to take on new tasks. Some people no longer have a job position. All of these changes, if not led by the spirit of self-awareness, dedication and receptiveness of the cadres and party members, can easily give rise to a mentality of wavering and comparison, which can easily slow down the innovation process.

In fact, in Hai Duong, the process of streamlining the payroll, restructuring departments, units at the department and branch levels, or merging communes has been carried out effectively and positively. Many cadres and party members, despite having to change their positions, still demonstrate a high sense of responsibility, do not avoid their duties, strive to adapt, and set an example in carrying out the organization's assignments. This is a clear demonstration of the role of setting an example, which is always put first in Party building work.

However, along with the bright spots, there are still some limitations that need to be frankly acknowledged. In some places, there are still party members who are skeptical and unclear about the direction after the merger. Some others still have the mentality of keeping their interests, lacking initiative in new work; there are even concerns about the ability to develop the locality if there are major changes in administrative boundaries. If these concerns are not properly oriented, they can easily be exploited and distorted.

Each party member must be an ideological “fire keeper”, firmly believing in the Party’s leadership and the correctness of major policies. At the same time, each cadre and party member must be an official information channel to help people understand the nature of policies and development orientations. There must be no information gaps, and no people must be swept away by rumors and false arguments. This is not only a political responsibility but also a demonstration of the qualities and intelligence of party members in the new situation.

In a more long-term vision, if implemented methodically, cautiously and with a specific roadmap, the policy of rearranging administrative units and merging provinces, including Hai Duong, will open up great opportunities to restructure development space, optimize resources, reduce overlap in management and improve efficiency in serving the people. All of this can only become a reality if each cadre and party member joins hands, unites, overcomes local interests, and looks towards the common good.

Building a lean apparatus is not simply about reducing the number of units and staff, but about improving the quality of the team, innovating leadership thinking and management methods. In this process, the active and proactive participation of each party member, from leaders to direct workers, is the decisive factor. Only when each person truly considers this as their responsibility and political task, will the innovation process reach its destination.

Upholding the Party's ideological foundation is not empty slogans but concrete actions from simple things. Party members are exemplary in compliance; dedicated in work; calm and alert in the face of change; ready to share and explain to create consensus. A strong Party organization must start with each strong Party member. A sustainable locality must start with people with strong will, responsibility and faith in the future.

Hai Duong is in the process of strong transformation to integrate more deeply and develop faster. More than ever, this is the time when each party member needs to promote their mettle, take the lead as an exemplary leader, and contribute to realizing the aspiration to build a rich, beautiful, and civilized homeland.
