Review and supplement the basis for classifying objects for annual Tet gifts

On the afternoon of November 23, the Provincial People's Council's Culture and Social Affairs Committee worked with the Department of Finance to review some contents in preparation for the 19th session of the 17th Provincial People's Council.

At the meeting, the Department of Finance reported the contents of the submission on: Issuing a Resolution to support health insurance premiums for people aged 77 to under 80 and people with mild disabilities in Hai Duong province; issuing a resolution regulating one-time support policies and supporting health insurance premiums for party members awarded the 40-year Party badge in Hai Duong province; issuing a resolution regulating the annual Lunar New Year gift-giving regime for subjects holding titles and positions upon retirement, party members awarded the Party badge and a number of other subjects in the province.

After listening to the discussion, the leaders of the Department of Culture and Society concluded that the department basically agreed with the content of the 3 submissions and the draft resolution of the Department of Finance. The department was requested to review the subjects and equivalent positions, and supplement the bases for classifying the subjects who receive Tet gifts every year. Coordinate with the Provincial People's Committee Office to complete the official submission and draft resolution for the Department of Culture and Society to base on to build an inspection report and submit to the Provincial People's Council for consideration.

According to the report of the Department of Finance, people from 77 to under 80 years old residing in the province will receive an additional 30% support from the state budget for health insurance premiums (in addition to the 70% support from the state budget).

According to the Draft Resolution of the Provincial People's Council on "Regulations on one-time support policies and support for health insurance premiums for subjects awarded the 40-year Party membership badge in Hai Duong province", the subjects eligible for one-time support are party members awarded the 40-year Party membership badge who are active in grassroots party organizations in communes, wards and towns in the province who are not entitled to pensions, monthly social insurance benefits and social assistance benefits, and people with revolutionary contributions who are entitled to monthly preferential benefits and are not entitled to pensions. The one-time support level is 5 million VND/person.

The beneficiaries of health insurance premium support are party members who have been awarded badges for 40 years of Party membership or more, are active in grassroots party organizations in communes, wards and towns in the province, have not yet received pensions, monthly social insurance benefits and social assistance benefits and have not received 100% support from the state budget for health insurance premiums. The health insurance premium support level is 100% after the health insurance card of this subject expires.

Regarding the draft resolution regulating the annual Lunar New Year gift-giving regime for retired people holding titles and positions, party members awarded party badges and some other groups in the province, the Department of Finance proposed to apply it to 5 retired people holding titles and positions in the province and 3 retired people holding titles and positions outside the province but residing and participating in party activities in the province and 5 other groups of people. At the same time, there are 10 groups of people awarded party badges. The Department of Finance also proposed specific principles and spending levels for each of these groups of people.
