Upon verification, the alley where people collect parking fees is adjacent to Dai An Industrial Park, 135 m long and 5 m wide. In 2021, 4 households living in this area contributed money to upgrade and renovate it into a concrete alley. Because they did not want the road to quickly deteriorate, these households posted signs prohibiting trucks and cars over 5 tons and charged fees to cars to stop and park.

The Tu Minh Ward inspection team made a record and thoroughly explained the law to the households. The four households realized that the above actions were violations, so they removed the no-vehicle signs and collected parking fees, and pledged not to repeat the offense.

On February 25, Hai Duong e-newspaper published a reader's opinion "Spending money to build roads, people in Tu Minh ward (Hai Duong city) arbitrarily collect parking fees". Immediately after the opinion was published, leaders of the Hai Duong City Party Committee and People's Committee requested Tu Minh ward to verify and handle the incident.
