However, besides difficulties and challenges, we also have many opportunities and advantages. The problem is that we must find solutions to resolve difficulties, overcome challenges, and take advantage of opportunities and advantages to develop. The same goes for the tourism industry.

The Prime Minister emphasized that in order to develop tourism into a spearhead economic sector, to achieve the goal of welcoming at least 35 million international visitors and 120 million domestic visitors by 2025; and 50 million international visitors and 160 million domestic visitors by 2030, Vietnamese tourism needs to truly innovate its thinking and approach with creative, innovative, synchronous and effective measures; to implement "close linkage, smooth coordination and comprehensive cooperation". Importantly, we must identify difficulties, challenges, opportunities and advantages, and must innovate our thinking, methodology and better approach.

That is, to identify the opportunities and challenges of Vietnam tourism in an objective and honest manner. Share your own successful experiences, the successes of countries around the world; good experiences, valuable lessons that we have gained in the process of tourism development.

Associations, businesses, researchers, experts and each ministry, sector and locality should discuss and propose specific and feasible solutions to remove difficulties, overcome challenges, take advantage of opportunities, and create favorable conditions for the rapid and sustainable development of Vietnam's tourism; in which, it is necessary to focus on clarifying: What institutional issues need to be resolved? What breakthroughs must be made in mechanisms and policies? What are the resource issues for developing infrastructure and tourism brands? Training human resources to meet new requirements? How should each tourism enterprise manage in accordance with new conditions? How should all levels and sectors coordinate with each other to create common strength? How should tourism enterprises and tourism-related enterprises such as transportation, tourism infrastructure development, accommodation facilities, etc. also coordinate?
