In the list of 3,763 prisoners to be pardoned in 2024, there is former Director of Hai Duong Department of Health Pham Manh Cuong.
According to information obtained by Hai Duong Newspaper reporters, in the 2024 amnesty, former Director of Hai Duong Department of Health Pham Manh Cuong was granted amnesty according to the decision of the President.
In the major case related to Viet A, Mr. Cuong was sentenced to 4 years in prison for abusing his position and power while performing official duties.
Mr. Cuong is currently serving his prison sentence at Hoang Tien Prison (Chi Linh City). By the time the President issued a special pardon, Mr. Cuong had served 2 years and 13 days of his sentence and was granted a special pardon for 1 year, 11 months and 17 days.
At the press conference on the morning of September 30, Deputy Head of the Office of the President Pham Thanh Ha announced Decision No. 957/QD-CTN dated September 29 of the President granting amnesty to 3,763 prisoners serving prison sentences and 2 people whose prison sentences are temporarily suspended who are eligible for amnesty in 2024. The decision takes effect from October 1, 2024.
Also at the above press conference, Deputy Minister of Public Security Nguyen Ngoc Lam said that among the 3,765 prisoners granted amnesty, there were 403 prisoners who committed crimes related to economic management order; 205 people who committed drug crimes, 275 people who committed crimes related to positions, 156 people who committed crimes related to robbery and snatching of property; 91 people who committed rape...; there were 561 ethnic minorities including 70 Nung people, 60 Mong people, 29 Khmer people...; there were 3,201 male prisoners, 564 female prisoners.
At Hoang Tien Prison, on October 1, the Department of Police for Management of Prisons, Compulsory Education Facilities, and Reformatory Schools (Ministry of Public Security) will coordinate with the unit to announce the President's decision to grant amnesty to prisoners serving prison sentences here.
