The Politburo's new regulations on revolutionary ethical standards for cadres and party members and the pilot assignment of power and responsibility to leaders in personnel work are important "supports" for personnel work before Party Congresses at all levels.
Self-reflection, self-correction, responsibility
The 13th National Party Congress determined: "In the coming years, we must pay special attention to and further promote the comprehensive Party building and rectification in terms of politics, ideology, ethics, organization and cadres." In particular, Party building in terms of ethics is the "foundation" and "root" for a clean and strong Party, enhancing the Party's leadership and governing capacity.
Since the beginning of the term, our Party has concretized the above policy in many documents for cadres and party members to implement, including Regulation No. 37-QD/TW dated October 25, 2021 of the Central Executive Committee on things that party members are not allowed to do; Conclusion No. 21-KL/TW dated October 25, 2021 of the Central Executive Committee on promoting Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation".
Regulation No. 144-QD/TW dated May 9, 2024 of the Politburo on revolutionary ethical standards for cadres and party members in the new period continues to demonstrate the Party's consistency and high determination in building and rectifying the Party and the political system. The regulation has 6 articles with 21 points, the content is very concise and specific, comprehensively covering 19 standards that cadres and party members must follow towards the people, the Party, and the Fatherland. These are important standards for every cadre and party member, from strategic and high-level cadres to grassroots cadres, to seriously implement. At the same time, it is the basis for assessing the qualities, personality, attitude, and behavior of cadres and party members.
Regulation No. 144-QD/TW of the Politburo is a mirror for each cadre and party member, especially those holding positions, to self-reflect, self-train, self-correct and must correct. This is an important basis for Party committees at all levels to select and supplement cadres and party members who are virtuous, talented, dedicated and qualified enough to carry out their tasks, build the next level of delegation and is also the basis for strictly handling violations.
Regulation No. 142-QD/TW dated April 23, 2024 of the Politburo regulating the pilot assignment of power and responsibility to leaders in personnel work is truly a breakthrough of the Party, contributing significantly to the strict implementation of regulations on power control and prevention of corruption and negativity in personnel work.
This regulation stipulates the scope, subjects, principles, authority, and responsibilities of the head in the pilot implementation of personnel work, including: Introducing candidates for election, appointing deputies of the head; electing additional members of the standing committee of the same-level Party Committee; appointing and dismissing subordinate leaders directly under their management authority. This means that the head is given more authority to select, promote, and appoint cadres to meet work requirements.
Along with the assignment of additional authority, Regulation No. 142-QD/TW clearly states the responsibilities and handling of responsibilities of the head regarding the personnel he/she recommends. The head must be responsible for his/her decisions even after he/she has transferred to another job or retired in the following cases: Introducing cadres for election or appointment without impartiality and objectivity; not ensuring standards, conditions, political qualities, ethics, lifestyle, working capacity; dismissing cadres without ensuring the basis and procedures according to regulations. These are the bases for preventing, stopping, and strictly handling the thoughts, manifestations, and actions of "cronyism", "factions", and "group interests" in personnel work and the head cannot "land safely" if there are violations.
Do not let those who are not virtuous or talented into the Party Committee.
Thoroughly grasping and strictly implementing the Party's guidelines, regulations and conclusions, Hai Duong has recently implemented many solutions to innovate and improve the quality of personnel work. The province's cadre assessment work has been shifting from "qualitative" to "quantitative", implemented in a multi-dimensional manner, with specific products; linking the assessment and classification of collective quality with that of individuals and with the results of implementing political tasks of localities, agencies and units.
Implementing Project No. 02, dated August 15, 2021 of the Provincial Party Standing Committee on building a team of leaders and managers at all levels, especially leaders with sufficient qualities, capacity and prestige to meet the development requirements in the period 2021-2030, cadres appointed and nominated to run for higher positions must develop and present an action program.
Accordingly, officials from the level of deputy head of district-level department and equivalent or higher must develop and present an action plan at the conference of step 2 of the personnel process (before the conference conducts a vote to introduce personnel) and at the collective leadership conference (before voting to appoint and introduce candidates). The development and presentation of the action plan must be carried out strictly, in accordance with the spirit of "5 clear": clear work, clear people, clear progress, clear efficiency, clear responsibility. This is an important measure as a basis for correctly assessing capacity and considering the effective arrangement and use of officials.
Hai Duong also has many innovations and creativity in implementing the Party's regulations on exemplary responsibility and implementing Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo to continue implementing Directive No. 05-CT/TW of the Politburo on "Promoting studying and following Ho Chi Minh's ideology, morality and lifestyle".
From 2022, Hai Duong will implement the regulation that each leader and manager from the deputy head of department level and above must register for breakthrough and creative work during the year. The Standing Committee of the Provincial Party Committee has approved 538 breakthrough and creative works of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and leaders and managers at the level of heads under the management of the Standing Committee of the Provincial Party Committee. The implementation results are the basis for evaluating and classifying cadres at the end of the year. On that basis, there are plans to arrange, use, and promote the capacity of cadres, and at the same time, suggest reviewing cadres who do not complete the registered tasks.
Recently, in the province, there have been many cases where managers who are leaders were transferred and assigned to other jobs when the locality, agency or unit they manage has many long-term restrictions without having to wait until the end of their term or appointment period.
Party committees at all levels in Hai Duong are focusing on thoroughly grasping and concretizing the tasks of implementing Directive No. 35-CT/TW dated June 14, 2024 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party. In the process of preparing and organizing Party Congresses at all levels, Hai Duong will strictly implement the Politburo's regulations on controlling power and preventing and combating corruption and negativity in personnel work and regulations on the authority and responsibility of leaders in personnel work; regulations on protecting those who dare to think, dare to speak, dare to do, dare to take responsibility, dare to make creative breakthroughs, dare to face difficulties and challenges. At the same time, strengthen the work of inspection, supervision, Party discipline and strictly control the power of cadres; strictly control the power in each stage of personnel work.
The consistent viewpoint and goal of the Provincial Party Committee Standing Committee is to effectively screen so as not to miss out on truly virtuous and talented people. At the same time, we are determined not to allow into the new Party Committee those who are not politically steadfast, not steadfast in the Party's guidelines and viewpoints; have reduced qualities, ethics, capacity, and prestige; have poor sense of organization and discipline; lack solidarity; avoid, push away, fear responsibility, do not dare to do; show signs of "group interests", signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"...
Regulation No. 144-QD/TW of the Politburo on revolutionary ethical standards for cadres and party members in the new period and Regulation No. 142-QD/TW of the Politburo regulating the pilot assignment of authority and responsibility to leaders in personnel work have truly created more "supports" for personnel work so that Party committees at all levels in Hai Duong province can successfully organize Party Congresses at all levels towards the 14th National Congress of the Party.
