On July 30, Mr. Tran Anh Dung, Permanent Vice Chairman of Nam Dinh Provincial People's Committee, said that the province had just held a conference to review land use fee collection in 2024.

Accordingly, in the first 7 months of 2024, land use fee collection in Nam Dinh province only reached 45% of the estimate. Notably, Vu Ban district has not organized land use rights auctions since the beginning of the year.

Nam Dinh province leaders said the main reason why some districts have not yet organized auctions for land use rights is because there is no land to auction and because relevant departments and branches have not really created the most favorable conditions for districts and cities to implement projects.

In addition, districts and cities are still confused when carrying out investment procedures for projects to build infrastructure in urban areas and concentrated residential areas.

However, many district and city leaders now have the spirit of daring to think, daring to do, and daring to take responsibility. Therefore, the site clearance work is very fast and effective.

Specifically, in Hai Hau district, in previous years, the work of site clearance and land auctions encountered many difficulties. However, this year Hai Hau has had very good achievements.

Mr. Tran The Anh, Chairman of Hai Hau District People's Committee, said that in the first 7 months of 2024, the district auctioned about 20 hectares, earning the state budget more than 1 trillion VND.

According to Mr. Tran The Anh, to achieve the above results, the entire political system of Hai Hau district has participated. Good planning of residential areas and urban areas, linked with infrastructure and good traffic connections. And the auction price must be appropriate.

Nam Dinh provincial leaders said they have assigned the Department of Natural Resources and Environment to preside over and coordinate with the Department of Finance to direct and guide the People's Committees of districts and cities to do a good job of determining starting prices to organize auctions of land use rights in urban areas and concentrated residential areas, so as not to interrupt the auction of land use rights.

For urban areas, concentrated residential areas (points), and resettlement areas that have completed technical infrastructure according to detailed construction planning or will complete technical infrastructure in 2024 and have plans to organize auctions of land use rights for people to build houses and allocate resettlement land to households and individuals in the coming time.

"We have requested the People's Committees of districts and cities to urgently review land prices in areas, locations, and proposed road sections for adjustment, amendment, and supplementation of land price lists and send them to the Department of Natural Resources and Environment no later than August 1. The Department of Natural Resources and Environment will synthesize and report to the Provincial People's Committee to submit to the Provincial People's Council before September 15," said Mr. Tran Anh Dung, Permanent Vice Chairman of the Nam Dinh Provincial People's Committee.
