The Ministry of Natural Resources and Environment (MONRE) is drafting a Circular regulating certificates of land use rights, ownership of assets attached to land and cadastral records.

The draft clearly states that the Certificate of land use rights (pink book, red book), and ownership of assets attached to land are issued by the Ministry of Natural Resources and Environment according to a unified form and are applied nationwide to all types of land and other assets attached to land.

The certificate consists of a sheet of 2 pages, printed with a pink bronze drum pattern (called the certificate blank), measuring 210 x 297 mm; including the prescribed contents such as: National emblem; National emblem; QR code; name "Certificate of land use rights, ownership of assets attached to land" printed in red.

The paper clearly states the information of the land user, the owner of the house and the property attached to the land; information of the land plot; information of the property attached to the land; notes; diagram of the land plot; place name, date of signing and the agency signing the certificate in the bottom right corner of page 1; notes for the person granted the certificate.

Page 2 of the certificate includes the following contents: Changes after the certificate is issued; certificate issuance book number.

According to the Ministry of Natural Resources and Environment, the Department of Land Registration and Information Data is responsible for developing regulations on anti-counterfeiting factors (security features) on certificate blanks; organizing the printing and issuance of certificate blanks for use by competent land management agencies and land registration offices in localities. This agency is also responsible for establishing and managing a logbook for issuing certificate blanks; inspecting and guiding the management and use of certificate blanks in localities.

The Departments of Natural Resources and Environment are responsible for making plans for using local certificate blanks and sending them to the Department of Land Registration and Information Data before October 31st every year; inspecting and guiding the management and use of local certificate blanks. At the same time, they organize the destruction of damaged certificate blanks and printed or written certificates according to the provisions of law on archiving; periodically reporting on the status of receiving, managing and using local certificate blanks to the Department of Land Registration and Information Data before December 25th every year.

According to the Ministry of Natural Resources and Environment, on March 5, the Prime Minister issued a plan to implement the Land Law No. 31/2024/QH15, assigning ministries and branches to prepare detailed regulations for the implementation of the Land Law. In particular, the ministry was assigned to preside over and coordinate with relevant units to develop a circular regulating certificates of land use rights, ownership of assets attached to land and cadastral records.

"For the above reasons, the issuance of certificates of land use rights, ownership of assets attached to land and cadastral records to specify in detail the contents assigned in Clause 5, Article 130 and Clause 2, Article 134 of the Land Law is necessary, ensuring that they take effect at the same time as the effective date of the Land Law in accordance with the provisions of the Law on Promulgation of Legal Documents.",Ministry of Natural Resources and Environment emphasized.
