The internal affairs sector advises on the effective implementation of the task of arranging commune-level administrative units in the 2023-2025 period.

Continuing to implement Resolution No. 37-NQ/TW dated December 24, 2018, Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo on continuing to implement the arrangement of administrative units, the Department of Home Affairs has advised the Party Committee of the Provincial People's Committee to propose the Standing Committee of the Provincial Party Committee to issue Directive No. 43-CT/TU dated July 26, 2023 on strengthening leadership and direction in implementing the arrangement of commune-level administrative units in the province for the period 2023 - 2025; Decision No. 902-QD/TU dated September 27, 2023 of the Standing Committee of the Provincial Party Committee on establishing the Steering Committee for implementing the arrangement of commune-level administrative units in the province for the period 2023-2025 and assigning tasks to each member of the Steering Committee according to their assigned positions and functions.

The Department of Home Affairs closely coordinates with departments, branches, units and localities to guide the People's Committees at district and commune levels to deploy the arrangement of administrative units based on Conclusion No. 48-KL/TW of the Politburo, Resolution No. 1211/2016/UBTVQH13 dated May 25, 2016 of the Standing Committee of the National Assembly on standards of administrative units and classification of administrative units, Resolution No. 27/2022/UBTVQH15 dated September 21, 2022 of the Standing Committee of the National Assembly amending and supplementing a number of articles of Resolution No. 1211/2016/UBTVQH13; review administrative units at district and commune levels on both standards of population size and natural area, closely following the principles to plan to develop arrangement plans for the 2023-2025 and 2026-2030 periods to include in the Provincial Planning.

Pursuant to Resolution No. 35/2023/UBTVQH15 dated July 12, 2023 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units for the period 2023-2030, Resolution No. 117/NQ-CP dated July 30, 2023 of the Government promulgating the Plan for implementing the arrangement of district and commune-level administrative units for the period 2023-2025 and guiding documents of the Central Government, the Department of Home Affairs has advised the Provincial People's Committee to issue Plan No. 2985/KH-UBND dated August 11, 2023 on implementing the arrangement of commune-level administrative units in the province for the period 2023-2025 and organized a provincial conference to deploy and implement the arrangement of commune-level administrative units for the period 2023-2025 in the province, ensuring compliance with the plan.

Immediately after the implementation conference, localities focused on developing a master plan for arranging commune-level administrative units in the area for the 2023-2025 period, reporting to the Provincial People's Committee to synthesize into a master plan for arranging commune-level administrative units for the 2023-2025 period in the province.

After the Ministry of Home Affairs has written comments on the above plan, the Department of Home Affairs continues to advise the Provincial People's Committee to implement and receive the completion to implement the next steps: Develop the Project on Arranging Commune-level Administrative Units for the period 2023-2025, publicly post and organize to collect voters' opinions; complete the dossier of the Project on Arranging Commune-level Administrative Units for the period 2023-2025 through the People's Councils at all levels according to regulations.

Determining the arrangement of administrative units is a difficult and complicated task, greatly affecting the organization and operation of agencies and organizations in the political system, affecting the ideology and psychology of the people, of the team of cadres, civil servants, public employees, and workers. From the experiences drawn from the work of arranging commune-level administrative units in the period of 2019-2021, implementing the arrangement of commune-level administrative units in the period of 2023-2025, the Department of Home Affairs focuses on providing focused and key advice, ensuring democracy, publicity, transparency, objectivity, and compliance with regulations.

In 2023, the Department of Home Affairs advised the Provincial People's Committee to submit to the Provincial People's Council a Resolution on support policies for commune-level cadres, civil servants and non-professional workers at the commune level who retire early or quit their jobs due to redundancy when rearranging commune-level administrative units in the period of 2023-2025 in the province. During the implementation process, the Department of Home Affairs closely coordinated with the District People's Committees, departments, branches and sectors to do a good job of information and propaganda, creating consensus among cadres, party members and people, especially in localities with administrative units that must be rearranged. The Department of Home Affairs regularly grasps and updates problems and issues arising in localities, promptly reports to the Provincial People's Committee for timely guidance and direction.

With the proactive and active implementation and advice on the implementation of the task of arranging commune-level administrative units by the Department of Home Affairs, the arrangement of commune-level administrative units in the province has been receiving consensus and trust in the Party and people. This is an important premise for the Department of Home Affairs to continue advising the province to direct units and localities to carry out the next tasks in arranging administrative units to achieve high efficiency and quality.
