In 2023, the Hai Duong provincial home affairs sector focused on closely coordinating and advising Party committees and authorities at all levels to deploy and implement the arrangement of commune-level administrative units for the 2023-2025 period in the province.

Comrade Sai Thi Yen, Provincial Party Committee member, Director of the Department of Home Affairs of Hai Duong province informed about the Plan to implement the arrangement of commune-level administrative units in the period of 2023 - 2025 at the Conference on implementing the arrangement of administrative units in the province in the period of 2023 - 2025.

Continuing to implement Resolution No. 37-NQ/TW dated December 24, 2018, Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo on continuing to implement the arrangement of administrative units, the Department of Home Affairs has advised the Party Committee of the Provincial People's Committee to propose the Standing Committee of the Provincial Party Committee to issue Directive No. 43-CT/TU dated July 26, 2023 on strengthening leadership and direction in implementing the arrangement of commune-level administrative units in the province for the period 2023 - 2025; Decision No. 902-QD/TU dated September 27, 2023 of the Standing Committee of the Provincial Party Committee on establishing the Steering Committee for implementing the arrangement of commune-level administrative units in the province for the period 2023-2025 and assigning tasks to each member of the Steering Committee according to their assigned positions and functions.

The Department of Home Affairs closely coordinates with departments, branches, units and localities to guide the People's Committees at district and commune levels to deploy the arrangement of administrative units based on Conclusion No. 48-KL/TW of the Politburo, Resolution No. 1211/2016/UBTVQH13 dated May 25, 2016 of the Standing Committee of the National Assembly on standards of administrative units and classification of administrative units, Resolution No. 27/2022/UBTVQH15 dated September 21, 2022 of the Standing Committee of the National Assembly amending and supplementing a number of articles of Resolution No. 1211/2016/UBTVQH13; review administrative units at district and commune levels on both standards of population size and natural area, closely following the principles to plan to develop arrangement plans for the 2023-2025 and 2026-2030 periods to include in the Provincial Planning.

Pursuant to Resolution No. 35/2023/UBTVQH15 dated July 12, 2023 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units for the period 2023-2030, Resolution No. 117/NQ-CP dated July 30, 2023 of the Government promulgating the Plan for implementing the arrangement of district and commune-level administrative units for the period 2023-2025 and guiding documents of the Central Government, the Department of Home Affairs has advised the Provincial People's Committee to issue Plan No. 2985/KH-UBND dated August 11, 2023 on implementing the arrangement of commune-level administrative units in the province for the period 2023-2025 and organized a provincial conference to deploy and implement the arrangement of commune-level administrative units for the period 2023-2025 in the province, ensuring compliance with the plan.

During the implementation process, the Department of Home Affairs closely coordinated with the District People's Committees, departments, branches and sectors to do a good job of information and propaganda, creating consensus among cadres, party members and people, especially in localities with administrative units that must be rearranged. The Department of Home Affairs regularly grasps and updates problems and issues arising in localities, promptly reports to the Provincial People's Committee for timely guidance and direction.

With the proactive and active implementation and advice on the implementation of the task of arranging commune-level administrative units by the Department of Home Affairs, the arrangement of commune-level administrative units in the province has been receiving consensus and trust in the Party and people.
