Hai Duong considers support levels for hundreds of redundant officials and civil servants due to administrative unit rearrangement

Hai Duong Department of Home Affairs proposed an average support level of 48 million VND/person, an increase of 84.6% compared to the support level according to Resolution No. 25/2019/NQ-HDND of the Provincial People's Council.

Comrade Pham Van Khanh, Provincial Party Committee member, Secretary of Ninh Giang District Party Committee, member of the Provincial People's Council's Legal Committee, requested to clarify the support subjects after implementing administrative unit arrangement.

On the morning of November 28, the Legal Committee of the Hai Duong Provincial People's Council worked with the Department of Home Affairs on the issuance of support policies for commune-level officials, civil servants and non-professional workers at the commune level who retire early or quit their jobs due to redundancy when rearranging commune-level administrative units in the 2023-2025 period in the province. Comrade Nguyen Khac Toan, member of the Provincial Party Committee, Vice Chairman of the Hai Duong Provincial People's Council attended.

According to the Department of Home Affairs, it is expected that in the period of 2023-2025, the whole province will have 60 communes, wards and towns to be reorganized, reducing 31 commune-level administrative units. After the reorganization of administrative units, it is expected that the whole province will have a surplus of 719 cadres, civil servants and part-time workers at the commune level. Of which, 278 are commune-level cadres, 195 are commune-level civil servants, and 246 are part-time workers at the commune level.

The draft proposal of the Department of Home Affairs proposed an average support level for surplus cases of 48 million VND/person, an increase of 84.6% compared to the support level according to Resolution No. 25/2019/NQ-HDND dated December 13, 2019 of the Provincial People's Council.

Specifically, early retirement under the Government's staff streamlining policy is supported with 1.8 million VND/month of early retirement, not exceeding 100 million VND/person.

In case of termination of employment under the Government's staff reduction policy, support is provided with 500,000 VND/month of work with social insurance, not exceeding 60 million VND/person.

In case of termination of employment according to the law (excluding the downsizing policy), receive support of 500,000 VND/month of work with social insurance, not exceeding 150 million VND/person.

Support funding will be guaranteed by the provincial budget.

Speaking at the meeting, comrade Bui Hoc Anh, Head of the Provincial People's Council's Legal Committee, basically agreed with the content of the draft report submitted by the Department of Home Affairs and requested the department to fully absorb the comments of the members of the Legal Committee, and revise some content and wording to make it easier to understand and implement.
