Many localities in Hai Duong province have proactively implemented work related to the arrangement of commune-level administrative units, especially promoting propaganda and creating consensus among the people.

It is expected that in the period of 2023-2025, Hai Duong province will have 60 commune-level administrative units to carry out the arrangement and merger. To ensure the effective steps in the arrangement and merger process, localities in the province have proactively implemented the steps.

As soon as the policy of merging Ninh Hai and Dong Xuyen communes (Ninh Giang) was announced, Dong Xuyen commune organized a dissemination campaign to all cadres, civil servants, and non-professional workers at the commune and village levels to clearly understand the policy, and at the same time stepped up propaganda and mobilization to the people. Up to now, the commune has organized many meetings at the commune and village levels to promptly implement the directives and instructions of the superiors, and at the same time grasp the thoughts and aspirations of cadres and people. Currently, Dong Xuyen commune has completed the voter list. Through the understanding, cadres, party members and people basically agree and approve the merger policy. However, a few cadres and people are still concerned about the surplus of cadres and civil servants after the merger; what will be the procedures for converting personal identification documents...

It is expected that Gia Tan commune and Gia Khanh commune (Gia Loc) will merge to form a new administrative unit called Gia Phuc. After Gia Loc district had a master plan to arrange administrative units in the area, Gia Khanh commune proactively organized many meetings to deploy guiding documents and master plans of the district. The commune Party Committee issued a Resolution to lead and direct the implementation of the arrangement of administrative units. The commune People's Committee established a Steering Committee and organized propaganda for cadres and people about the arrangement and merger policy. To proactively organize the collection of voters' opinions on the upcoming arrangement of administrative units, Gia Khanh commune assigned the Office - Statistics Officer to coordinate with the Commune Police and Youth Union cadres (people knowledgeable about technology) to review and compile a list of voters.

Comrade Nguyen Minh Quan, Chairman of Gia Khanh Commune People's Committee, said that the province and district have not yet issued specific instructions on organizing the voter consultation, but to ensure that the steps are implemented closely and effectively, the locality has proactively reviewed and compiled a voter list. The list is compiled by village and household. After completion, the list is sent to each village for re-review. Through the list, the whole commune has 2,226 households with 5,016 voters.

Comrade Pham Van Tuyen, Vice Chairman of Gia Loc District People's Committee, said that in the period of 2023-2025, Gia Loc is expected to have 8 communes to be reorganized and merged, of which 5 communes are subject to merger and 3 communes are encouraged. Implementing the plan to reorganize and merge commune-level administrative units of the province, the district has also calculated options and researched the merger of communes to ensure both regulations and practicality. The district has proactively developed a plan, with a specific roadmap for implementation; organized conferences to deploy and unify options; regularly discussed with leaders of communes subject to merger to guide the development of the project. Up to now, Gia Loc district has completed the Project to Reorganize and Merge Commune-level Administrative Units in the area. Localities in the area of ​​reorganization and merger have proactively implemented steps, reviewed and compiled voter lists, etc.

It is expected that in the period of 2023 - 2025, Cam Giang district will have 4 communes and towns subject to rearrangement and merger. The district has identified propaganda to create consensus among the people on the policy of rearranging and merging administrative units as a key task and assigned responsibility to the heads of the communes. The district has established a Steering Committee to implement the rearrangement of administrative units at the district and commune levels; assigned associations and unions to participate in each step of propaganda to the people. After synchronous propaganda through many channels, representatives of the grassroots Party Committee and associations and unions coordinate with the village to integrate propaganda at meetings of Party cells, military-civilian-political meetings, etc.

Up to now, through understanding, the people of the communes subject to the arrangement and merger all agree and highly agree with this policy. Ms. Nguyen Thi Thu, Tan Co hamlet, Cam Phuc commune said: “After being informed and disseminated about the policy of merging the two communes of Cam Dien and Cam Phuc, we strongly agree. The two communes are adjacent, both located on Highway 5, so the merger will not affect the people's travel. We hope that after the merger, the new administrative unit will be larger, and the commune will have more resources to invest in building cultural works and institutions to serve life”.

In the period of 2023 - 2025, Thanh Ha district is expected to have 8 communes and towns subject to rearrangement and merger. Determining the important role of propaganda, the communes subject to rearrangement and merger have established propaganda and mobilization teams. Members of the propaganda and mobilization teams coordinate with villages and residential areas to organize propaganda to the people through meetings and briefings of mass organizations. The radio and broadcasting system has stepped up the implementation and broadcasting of news, articles and columns on the rearrangement of administrative units. Up to now, the communes subject to rearrangement and merger have completed the review and establishment of voter lists.

Thanh Ha district has also completed the dossier of the Project on reorganizing and merging commune-level administrative units in the area. When the province has instructions on posting documents to collect voters' opinions, localities subject to the reorganization will post information and voter lists at the headquarters of the People's Committees of communes, towns, community meeting places in villages, residential areas and organize to collect voters' opinions on the project on reorganization and merger.
