Nam Sach urgently clears land for the Golden Canal bridge project and the access road connecting Hai Duong - Bac Ninh

The Golden Canal Bridge project and the approach roads connecting the two provinces of Bac Ninh and Hai Duong have a large area of ​​reclaimed land, involving many resettled households. Therefore, site clearance is not simple.

Large recovery area

According to the Bac Ninh Traffic Construction Project Management Board (Bac Ninh Department of Transport), the Project to invest in the construction of the Golden Canal Bridge and the approach roads at both ends of the bridge, connecting the two provinces of Bac Ninh and Hai Duong, is a level II road traffic project with a total investment of nearly 2,200 billion VND. The construction site is in Gia Binh and Luong Tai districts (Bac Ninh) and Nam Sach district (Hai Duong).

To serve the project of the Golden Canal Bridge and the approach road, Nam Sach district is expected to reclaim nearly 27.6 hectares. Of which, Hiep Cat commune will reclaim 7.2 hectares, Hop Tien commune more than 13.5 hectares, Thanh Quang commune more than 6.8 hectares.

As a locality with a large area of ​​land acquisition in 3 communes, Hop Tien determined that creating consensus among the people plays an important role. The locality has stepped up propaganda, providing information and benefits of the project for the socio-economic development of the locality in particular, the district, and the province in general. At the same time, grasp and listen to the thoughts and aspirations of the people to promptly reflect and make appropriate adjustments to the reality. When the consulting unit of the Bac Ninh project set up boundary markers to hand over the site, the cadres and people of La Doi village (Hop Tien commune) saw that the road location was in the area of ​​the tomb of Duc Thanh Ca of the village, so they made recommendations to adjust the route accordingly.

Mrs. Nguyen Thi Dong’s family in La Doi village is among the resettlement groups. After being informed and explained by local leaders, Mrs. Dong felt more secure. “We support the policy of our superiors, we only hope that when the resettlement project is implemented, the rights of the people will be guaranteed so that displaced people like us will not be disadvantaged,” said Mrs. Dong.

Mr. Tran Duc Tiep in Cat Khe village (Hiep Cat commune) expressed his joy because the construction of the Golden Canal bridge has begun, and in a short time there will be a new bridge across the locality. Mr. Tiep hopes that the bridge will be completed soon to help people travel more conveniently.

Nam Sach District People's Committee has established a Compensation and Site Clearance Council, developed a plan and approved a plan to select a contractor to carry out the surveying and map correction work to serve the site clearance related to the Kenh Vang bridge project and access roads.

The district has reviewed and developed a resettlement plan for households whose residential land has been recovered. It is expected that there will be 3 resettlement sites, with a total area of ​​8.39 hectares, including 238 plots of land. The total investment in building technical infrastructure for these resettlement sites is 63.6 billion VND, meeting the needs of 79 households eligible for resettlement and land allocation with land use fees (37 households in Hiep Cat commune, 42 households in Hop Tien commune).

The resettlement area and land allocation with land use fee collection in Cat Khe village, Hiep Cat commune (belonging to the detailed planning for Kinh Duong 2 residential area, Hiep Cat commune and approved land use planning) has an area of ​​2.5 hectares, with a total investment in technical infrastructure construction of 21.3 billion VND. The technical infrastructure is expected to be completed before March 31, 2025.

The resettlement area and land allocation with land use fee collection under the detailed planning for the construction of the residential area south of Dau Ben village, Hop Tien commune has a total area of ​​4.9 hectares, with a total investment in technical infrastructure construction of 25.8 billion VND. The technical infrastructure is expected to be completed before March 31, 2025.

The resettlement area and land allocation with land use fee collection adjacent to Provincial Road 390, La Doi village, Hop Tien commune, is located at the location adjacent to the recovered land with a total area of ​​0.99 ha, the total investment in technical infrastructure construction is 16.5 billion VND. The technical infrastructure is expected to be completed before May 31, 2025.

Currently, the project has some problems that are being focused on resolving. Although the project has been identified in the land use planning of Nam Sach district until 2030 approved by the People's Committee of Hai Duong province, there are about 18.77 hectares of rice land in the project but have not been submitted to the Provincial People's Council for approval to change the land use purpose according to regulations as a basis for implementing the recovery of agricultural land area. Therefore, the People's Committee of Nam Sach district has not issued a notice of land recovery and carried out the procedures according to the provisions of law. The People's Committee of the district has submitted to the Provincial People's Committee for consideration, requesting the Department of Natural Resources and Environment to report to the Provincial People's Committee to submit to the Provincial People's Council for approval to convert the recovered rice land area of ​​the project.

Nam Sach district requested departments and branches to support and guide localities to remove obstacles in the process of site clearance to speed up the progress of handing over the site to investors, especially the site within the construction scope of the Kenh Vang bridge.

The investment project to build the Kenh Vang Bridge and the approach roads at both ends of the bridge, connecting the two provinces of Bac Ninh and Hai Duong, was started on September 22. The project is invested by the Bac Ninh Transport Construction Project Management Board. The Kenh Vang Bridge is 740 m long, 23.5 m wide, designed with a permanent scale, prestressed reinforced concrete structure; the approach roads at both ends of the bridge are 12.6 km long, the road surface is 15 m wide. The connecting approach roads have a total length of 13.4 km, with 6.54 km in Bac Ninh province and 6.86 km in Hai Duong province. It is expected that the Kenh Vang Bridge will be closed in 2025 and the entire project will be completed on the occasion of the 30th anniversary of the re-establishment of Bac Ninh province (January 1, 1997 - January 1, 2027).

Package No. 15, corresponding to km6+625.44 - km13+396.23 within the scope of the approach road to the bridge on the Hai Duong province side, has been planned by the investor to select a contractor.;Hand over the project clearance boundary documents to the Nam Sach District People's Committee to carry out site clearance work. It is expected that the selection of contractors to implement the construction of package No. 15 will be completed from January 1, 2025.
