Hai Duong police handle groups of young people gathering to weave and swing

Police agencies at all levels in Hai Duong province are implementing many measures to prevent, combat, and handle groups of young people gathering to weave, swing, and carry weapons during the Quy Mao New Year.

Hai Duong City Police have stepped up patrols on the roads to promptly detect and handle cases of swerving, speeding, and reckless overtaking.

Hooliganism

Recently, in many localities such as Hai Duong city, Gia Loc district, Ninh Giang, Nam Sach, Cam Giang, Thanh Ha..., many groups of young people have appeared, often speeding, recklessly driving, weaving in and out of traffic, causing disorder and panic among the people. Not stopping there, many groups also carry weapons, ready to beat people.

At around 9:00 p.m. on December 17, 2022, a group of about 50 young men carrying iron pipes, pitchforks, glass beer bottles... carrying 2 or 3 people on dozens of motorbikes "paraded" on the streets of Hai Duong city such as Ngo Quyen, Nguyen Luong Bang, Nguyen Van Linh, Truong Chinh, Bach Dang, Tran Hung Dao... At around 10:00 p.m., when passing by Heaven Coffee Shop at 79 Tran Hung Dao Street, one of the group fell off his motorbike. Seeing that, someone in the coffee shop laughed. The subjects saw that and immediately rushed into the shop to chase them, throwing glass beer bottles at the customers, scaring many people. The incident injured one customer and damaged many cups and bowls in the shop.

Not only groups of young people in the province, many other groups from neighboring provinces and cities also came to Hai Duong to cause trouble and were ready to coordinate with each other to assault and rob people on the road. On the evening of January 6, Le Duc Duong (born in 2005, in Cao An commune, Cam Giang) led a group of young people aged 13-21 in Cam Giang and Binh Giang districts to ride motorbikes on some roads in Hai Duong city and Thanh Ha district with the purpose of finding other groups of young men riding motorbikes to beat and rob their vehicles. The group brought with them an iron pipe and many glass beer bottles. In Thanh Ha district, Duong's group met a group from Hai Phong city led by Vu Minh H. (born in 2006, in Doan Lap commune, Tien Lang district, Hai Phong city) who brought a sword. Because Duong knew H., the two groups discussed and agreed to go to Hai Duong city to find another group to beat and rob their motorbikes. At around 2:00 a.m. on January 7, the above subjects went to Ngo Quyen Street and met Mr. Nguyen Quoc H. riding a motorbike carrying Mr. Dang Van P. (also from Gia Loc district), immediately beat them and robbed their motorbike.

According to the police, the Lunar New Year is a time when there is a high risk of groups of young people gathering to ride motorbikes and speeding and recklessly overtaking on the roads. In particular, when groups go out, they are prone to collisions, conflicts and fights.

Resolute fight

Cam Doai Commune Police (Cam Giang) actively coordinate to organize night patrols to promptly detect and handle traffic violations by teenagers.

According to Hai Duong City Police, in 2022, the unit prosecuted 5 cases, 89 defendants, and punished 37 subjects related to gathering to ride motorbikes, zigzag, hit people, and fight between groups. In addition, the unit is investigating 2 cases with about 60 subjects using weapons, glass beer bottles, driving at high speed, and beating people. Identifying this as a key area with many potential complications in the situation of young people gathering to zigzag, zigzag, and race during Tet, Hai Duong City Police deployed many measures to prevent, combat, and resolutely handle violations.

Lieutenant Colonel Dang Xuan Hoan, Captain of the Criminal Police Team (Hai Duong City Police) said that recently, the unit has advised the City Party Committee and the City People's Committee to issue a document requesting neighboring communes, wards and localities to coordinate in strengthening the management of the area, especially with teenagers showing signs of gathering in groups and using motorbikes. On this occasion, the criminal police force will coordinate with the police of communes and wards to strengthen propaganda and legal education for bad teenagers who show signs of using motorbikes in groups. The criminal police force will coordinate with Working Group 151 of the City Police to organize patrols and controls from 8:00 p.m. the previous day to 4:00 a.m. the following day. In particular, they will conduct ambushes in areas and main streets to promptly detect and handle groups showing signs of violations.

Also on this occasion, to bring a peaceful Tet atmosphere to the people, Gia Loc District Police stepped up patrolling, controlling, grasping the situation, preventing, and resolutely fighting against acts of gathering to ride motorbikes and motorbikes in a zigzag manner.
Lieutenant Colonel Pham Quy Gia, Captain of the Traffic Police and Public Order Team of Gia Loc District Police, said that the district, commune and town police forces will continuously patrol the roads, especially in Gia Loc town, national highways and provincial roads running through the area. In addition, they will lie in wait in some complicated areas with a high risk of teenagers gathering in groups to weave, speed and recklessly overtake.

"We have checked and identified each teenager who has shown signs of driving without or covering their license plates, or has swerved, sped, or overtaken recklessly. At the same time, we have required these individuals to sign a commitment not to violate the law," said Lieutenant Colonel Pham Quy Gia.

To ensure safety for people celebrating Tet, the Provincial Police Director has requested the Criminal Police Department and district police to continue to monitor the situation, review the list of suspicious subjects, signs of using motorbikes and motorbikes without or covering the license plate, speeding, reckless driving, weaving, swerving, and racing on traffic routes. In particular, pay attention to the number of naughty children, lawbreakers, young people who drop out of school, and have criminal records. Police units at all levels should monitor the situation on cyberspace, especially youth groups... to promptly detect and handle "provocations" and "meetings" to resolve personal conflicts that cause insecurity and disorder in the area. Units should promptly exchange information when there is information about subjects gathering and causing insecurity and disorder. Task Force 151 at all levels needs to rectify its activities, increase patrols and controls, especially detect, prevent, arrest, and promptly handle groups of young people showing signs of violations.
