Only over 67% of religious establishments in Kinh Mon have been granted land use right certificates.

27 religious establishments have not been granted land use right certificates, concentrated in 16 communes and wards. Of which, Hiep Hoa commune has the most with 4 establishments; Le Ninh commune and An Sinh ward each have 3 establishments... The main reason is that some establishments are entangled in educational land, forest land, traffic land use, and are related to dike corridors. Some establishments have not yet agreed on the boundaries of religious land use. Some establishments established after July 1, 2004 need to be added to the planning and land use plan to implement the project.

In addition, there are establishments that have part of the land area transferred or donated from families and individuals after July 1, 2004; there are establishments within the boundary of Hai Duong BOT Thermal Power Plant (Tien Xa Pagoda in Le Ninh Commune)...

Kinh Mon Town People's Committee requested Hai Duong Provincial People's Committee to direct departments and branches to coordinate with the Town People's Committee to resolve issues related to land origin for religious establishments.

The town People's Committee has also requested Jaks Hai Duong Power Company Limited to locally adjust the slag disposal site planning for the location of Tien Xa Pagoda.
