Removing obstacles to speed up the issuance of land use right certificates for religious establishments in Hai Duong is an important issue discussed and resolved by the Hai Duong Provincial People's Committee at its regular meeting on the morning of November 8.
Regarding this content, Comrade Luu Van Ban, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee emphasized the need to review, identify, and classify causes to find solutions to remove obstacles in order to speed up the issuance of land use right certificates for religious establishments. Localities need to manage religious establishments in investment and construction. At the same time, strictly manage the current land status at religious establishments to avoid further complicated problems.
The Department of Natural Resources and Environment coordinates with departments, branches and localities based on the current status and existing records to issue land use right certificates to religious establishments. In which, reviewing the planning and land use plans for the areas used by religious establishments originating after July 1, 2004, advising and proposing to supplement the planning and land use plans according to regulations as a basis for specialized agencies to implement the next steps. For religious establishments that have not yet agreed on land use boundaries and landmarks, localities must review documents and records to demarcate the boundaries between religious establishments and belief establishments...
According to the report of the Department of Natural Resources and Environment, by October 15, Hai Duong had granted land use right certificates to 909 out of a total of 1,139 religious establishments in the area with an area of 185.5 hectares, reaching a rate of 79.81%. Some districts with high rates of granting land use right certificates to religious establishments are Gia Loc (92.38%), Nam Sach (91.15%), Kim Thanh (90.77%)... Some localities have low rates such as Binh Giang district (61.62%), Kinh Mon town (67.06%)... The granting of religious land use right certificates has not met the set plan due to many reasons. That is, many establishments expanded their area after July 1, 2004 but did not comply with the planning. Some religious establishments have not yet unified the boundary markers for land use, and have not yet carried out procedures for transfer of rights according to regulations...
