On the morning of October 28, comrade Luu Van Ban, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the regular meeting (5th time) of the Provincial People's Committee to review and discuss a number of reports and contents prepared by the Departments of Industry and Trade; Construction; Culture, Sports and Tourism.
Improve the efficiency of industrial cluster management
Regarding the proposal on the regulations on managing industrial clusters (ICs) in the province, the Standing Vice Chairman of the Provincial People's Committee said that this is the legal basis for managing ICs. The Department of Industry and Trade coordinated with the Provincial People's Committee Office to fully absorb the opinions of delegates attending the conference on the content and format of the document, and at the same time, collect opinions from departments, branches and localities to revise the draft regulations. Note the regulations on ICs with and without infrastructure investors. Issues not included in the regulations shall be implemented in accordance with the provisions of law. The two units need to urgently complete the regulations based on the comments so that the Provincial People's Committee can issue them no later than November 15.
The report by the Department of Industry and Trade contains the content of the Industrial Park Management Regulations to establish close relationships between departments, branches and localities to improve the effectiveness of state management and industrial park development in the province.

Orientation for building Lai Cach town expansion
After listening to the opinions and analysis of the delegates attending the meeting on the urban development program of Lai Cach town (Cam Giang) expansion, the Standing Vice Chairman of the Provincial People's Committee Luu Van Ban basically agreed with the content proposed by the Department of Construction. He emphasized that in the process of implementing the urban development program of Lai Cach town expansion, it is necessary to ensure the provisions of law.
According to the report of the Department of Construction, the expanded Lai Cach town has an area of nearly 1,500 hectares, including the entire administrative boundary of the current Lai Cach town, which is nearly 715 hectares wide, and part of the communes: Cam Doai, Cam Dong, Cao An, Dinh Son, Tan Truong. The expanded Lai Cach town is the political-economic-cultural center of Cam Giang district, the industrial service center of Hai Duong province and the Hanoi capital region. The urban area is a key area for comprehensive economic development of Cam Giang district and a traffic hub in the western region of Hai Duong city. The roadmap for building and developing the expanded Lai Cach town to become a type IV urban area before 2025, soon becoming a western satellite of Hai Duong city and by 2035 becoming a modern, smart urban area. Through review and research, the expanded Lai Cach town has achieved 84.21/100 points according to the criteria for a type IV urban area. 28 out of 59 criteria achieved maximum score, 25 criteria had average score and 6 criteria were not achieved. Total investment for urban development is nearly 6,145 billion VND, prioritizing planning projects, urban development plans, social infrastructure, technical infrastructure.
Regulations on handover of project technical infrastructure
At the meeting, the Department of Construction reported on the regulations on transferring and receiving technical infrastructure systems of investment projects to build houses in residential areas, urban areas, and residential areas after investment in the province. It specifically stipulates the rights and responsibilities of the transferring party, the receiving party of the project, the post-inspection report, determining the asset value of technical infrastructure upon transfer... and clearly defines the responsibilities of relevant departments, branches and units. Regarding this content, opinions at the meeting mentioned the difficulties and obstacles in handing over technical infrastructure, the source of management funds after handover. Concluding this content, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, agreed to approve the draft regulation reported by the Department of Construction. The Department of Construction added the responsibility of the infrastructure investor after handing over the project and dividing the acceptance period appropriately. The Department of Finance presided over and coordinated with localities to review and supplement funding to meet the management requirements of the People's Committees of districts, cities and towns. Localities issued management and operation regulations after receiving technical infrastructure of residential and urban areas.
Adjusting the protection zone of Chau Khe communal house and pagoda relics
Regarding the adjustment of the protection zone of Chau Khe communal house and pagoda relics in Thuc Khang commune (Binh Giang), the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, requested that the conditions for adjustment in terms of scale, scope, and area must be consistent with the regional planning and land use planning. The Departments of Culture, Sports and Tourism; Natural Resources and Environment; and Construction coordinate with Binh Giang district to review, delimit the relics and update them in the planning.
Chau Khe communal house and pagoda relic was ranked as a national historical and artistic relic in 2021. The relic has been zoned for protection with an area of nearly 12,000 m2, including 3,438 m2 of protection area I and 8,294 m2 of area II. Currently, the relic has undergone some changes within the scope of the protection zone. From 1995 to 2015, Binh Giang District People's Committee granted land use right certificates to 5 households in the Chau Khe communal house protection area. In addition, the relic's protection area has also been expanded due to the transfer of land area data by the people to Chau Khe pagoda and changes in land area data over time. Therefore, in order to stabilize the area of the relic land, create favorable conditions for the restoration, embellishment, protection and promotion of the value of the relic, the Department of Culture, Sports and Tourism submitted to the Provincial People's Committee for consideration and proposed the Ministry of Culture, Sports and Tourism to allow the adjustment of the protection zone of Chau Khe communal house and pagoda relic. Of which, the area of protection zone I increased by 577 m2 and the area of protection zone II decreased by 360 m2.
