Some groups will have their health insurance premiums paid for by the budget, raising the payment for medical examination and treatment from 80% to 100%, according to a new government decree.
Decree 75 amending and supplementing Decree 146 of 2018, guiding a number of articles of the Law on Health Insurance, has just been issued by the Government, effective from December 3.
The Decree adds groups that are eligible to purchase health insurance cards from the state budget, including people in safe zone communes and revolutionary safe zones during the two resistance wars against France and the US; people from near-poor households residing in poor districts according to decisions of the Prime Minister and competent authorities (instead of the limit of 61 poor districts under Resolution 30a, the program to support rapid and sustainable poverty reduction).
The group receiving at least 70% budget support for health insurance premiums includes ethnic minorities living in communes in regions II (difficult communes), III (especially difficult communes), extremely difficult villages in ethnic minority and mountainous areas in the period 2016-2020 who have escaped poverty in the period 2021-2025; people from households working in agriculture, forestry, fishery and salt production with an average living standard. The budget supports the premium for 36 months, starting from November 1, 2023.

The groups that are entitled to 95% of health insurance medical examination and treatment costs include: spouses of martyrs who have remarried and are receiving monthly allowances to raise martyrs' children to adulthood or to take care of martyrs' biological parents; caregivers of meritorious people living in the family; ethnic minorities in regions II, III, and disadvantaged villages that have escaped poverty in the period 2021-2025.
How to log in to VssID using an electronic identification account. Currently, people can use their health insurance card photo in VssID or VNeID level 2 to go to medical facilities for examination and treatment.
The Decree adds level 2 electronic identification documents (VNeID) to the method of registering for medical examination and treatment. People can receive medical examination and treatment using a paper health insurance card, a photo of the health insurance card on VssID, a citizen identification card with a chip and level 2 VNeID.
Current law stipulates that health insurance premiums are 4.5% of the basic salary. For a household, the first person pays the same amount as above, which is 81,000 VND. From the second to the fifth person, they pay 70%, 60%, 50%, 40% of the first person's premium, respectively. The annual health insurance premiums for family members are currently 972,000 VND; 680,400 VND; 583,200 VND; 486,000 VND and 388,800 VND, respectively.
The country has about 91 million people participating in health insurance, covering 92% of the population. Vietnam aims to cover over 95% of the population with health insurance by 2025.
