Land Law may take effect half a year early

The 2024 Land Law may take effect from July 1, half a year earlier than planned.

On March 26, the Prime Minister requested the Ministry of Natural Resources and Environment and other ministries and sectors to promptly submit to the Government decrees detailing the implementation of the Land Law and circulars. This is the basis for the Government to propose to the National Assembly to allow this law to take effect from July 1, 2024 instead of January 1, 2025 as approved at the session earlier this year.

The draft proposal to the National Assembly allowing the law to take effect six months earlier needs to be submitted to the Government by the Ministry of Natural Resources and Environment, the Ministry of Justice and relevant agencies before March 31.

At a conference earlier this month, Minister of Natural Resources and Environment Dang Quoc Khanh said he expected to soon complete the guiding decrees to propose the Land Law to take effect in July. The agency is drafting six decrees and five circulars; the Ministry of Finance two decrees; the Ministry of Agriculture and Rural Development one decree; and the Ministry of Home Affairs one circular.

Representatives of many localities also hope that the Land Law will soon be put into practice. Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong said that the passing of the amended Land Law has had a great impact on the city's socio-economic life. In the first two months of 2024, the number of procedures related to real estate was more than 67,000, an increase of nearly 19,000 records compared to the same period.

Provinces and cities have requested the Ministry of Natural Resources and Environment to promptly advise the Government to issue decrees and circulars to guide localities to have sufficient legal basis for implementation when the law comes into effect. They also urgently develop legal documents to guide when the 2024 Land Law comes into effect.
