How will the Ministry of Natural Resources and Environment implement the 2024 Land Law?

In order to implement the 2024 Land Law in a timely, synchronous, unified and effective manner, Deputy Minister of Natural Resources and Environment Le Minh Ngan has just signed and issued Decision No. 678/QD-BTNMT on promulgating the Plan to implement the Prime Minister's Decision on implementing the law.

Land Law No. 31/2024/QH15 was passed by the 15th National Assembly at the 5th Extraordinary Session on January 18, 2024 (Land Law 2024). Then, on March 5, 2024, the Prime Minister issued Decision No. 222/QD-TTg promulgating the Plan for implementing Land Law No. 31/2024/QH15.

On that basis, to effectively implement the 2024 Land Law, the Ministry of Natural Resources and Environment decided to issue an implementation plan with 6 important groups of contents to soon bring the provisions of the land law into life, improve the effectiveness and efficiency of land management and use.

The main contents of the plan include: Developing legal documents on land; organizing propaganda, dissemination, training, fostering, and coaching on land law; organizing the review of legal documents; performing assigned tasks in the Land Law; developing projects; organizing inspections, checks, and guidance on handling violations of land law.

Accordingly, the Department of Land will preside over and coordinate with relevant units to advise, propose, and assist the Minister of Natural Resources and Environment in monitoring and evaluating the management and use of land in provinces and centrally run cities; monitoring land use for important national projects decided on investment policies by the National Assembly, approved by the Prime Minister, decided on investment, and large-scale projects using large areas of land.

The Department of Land Resources Planning and Development shall preside over and coordinate with relevant units to advise, propose, and assist the Minister in perfecting the organization of land fund development; organize land investigation and assessment, land protection, improvement, and restoration; establish national land use planning and plans; assist the appraisal council in the process of appraising national land use plans.

In addition, the Department of Land Resources Planning and Development is responsible for synthesizing the results of the implementation of land use planning nationwide and submitting them to the Minister for submission to the Government for reporting to the National Assembly in the final year of the land use planning period.

Similarly, the Department of Land Registration and Information Data shall preside over and coordinate with relevant units to advise, propose, and assist the Minister of Natural Resources and Environment in implementing the following contents: Perfecting the organization of land registration; synthesizing the results of annual land statistics nationwide, announcing before June 30 every year; synthesizing the Minister's report to report to the Prime Minister and announcing the results of the 5-year land inventory nationwide before September 30 of the year following the year of land inventory.

The Department of Land Registration and Information Data is also responsible for proposing content on specialized land inventories; deciding on prices of products and value-added services using information from databases and land information systems in accordance with the law on prices; building, managing, operating and exploiting the National Land Information System.

The Inspectorate of the Ministry of Natural Resources and Environment shall preside over and coordinate with relevant units to advise, propose, and assist the Minister in directing and organizing the implementation of specialized land inspections and examinations nationwide.
