The Investigation Police Agency, Ninh Giang District Police (Hai Duong) has just prosecuted 4 subjects for fraud and property appropriation by calling to inform them of winning prizes of TVs and motorbikes.
According to Ninh Giang District Police, through understanding the situation, the District Police discovered that from February to May 2023, Mr. VDH (born in 1968 in Tan Quang commune) was called by a number of scammers to inform him that he had won a TV and a motorbike.
The subjects asked Mr. H. to buy products with a higher value than the market price to complete the lottery procedure and receive the prize. Mr. H. fell into the trap with a total loss of 124 million VND.
Ninh Giang District Police identified the group of subjects committing fraud on the internet as people from the southern provinces. In May 2024, Ninh Giang District Police established a working group to conduct verification. After many days of reconnaissance, the working group identified the group of fraudsters led by Phan Thi Hoi (born in 1995 in Cam Xuyen District, Ha Tinh) as the mastermind. Ho Thi Mong Thuy (born in 1989 in Cang Long District, Tra Vinh) wrote the fraud script and trained employees. Nguyen Tuan Kiet (born in 2001 in Trang Bom District, Dong Nai) was in charge of technology, warehouse, and shipping. Trieu Thuc Nghi (born in 1992 in Tan Binh District, Ho Chi Minh City) was a senior fraudster. The four subjects were transferred to Ninh Giang District Police for further investigation.
According to statistics, the group of subjects operating online fraud from late February to June 2023, defrauded many people in many different localities with an amount of over 1.8 billion VND.
Investigation results showed that the subjects established companies, rented office and warehouse locations in Ho Chi Minh City, signed contracts with network operators to rent landline phone numbers, hired shipping units and wrote fake names on outgoing mail to conceal the group's whereabouts.
Their scam script can have up to 20-30 lines (1 line corresponds to each scam of 1 victim). The content of the dialogue is to announce that the lucky customer won a TV, Honda SH motorbike, giving many reasons to transfer the prize to the victim. The victim must buy goods with a value many times higher to complete the lottery procedure, fill out the application form, and receive the prize.
The Investigation Police Agency (Ninh Giang District Police) has prosecuted and issued an arrest warrant for Hoi, Thuy, Kiet, and Nghi for fraud and property appropriation.
