Fraudulently making pink books to appropriate money

On June 26, 2023, Nam Sach District Police received a complaint from Mr. Le Quang Ninh (born in 1986, residing in Phu Lien Ward, Kien An District, Hai Phong City) with the following content: Due to the need to make a land use right certificate, Mr. Ninh used the social network Facebook to join the group "Price, fee, service time for making red book, pink book, land title”.

On March 21, 2023, through this group, Mr. Ninh learned the phone number of Tran Van Lam (born in 1986, residing in Kim Bang village, Phu Dien commune, Nam Sach district) and discussed with Lam to make a land use right certificate. Lam agreed to make a land use right certificate for 2 plots of land of Mr. Ninh in Phu Lien ward for 140 million VND.

On April 6 and May 6, 2023, Mr. Ninh transferred a total of 70 million VND to Lam. However, after the agreed time, Mr. Ninh could not receive the pink book as agreed and could not get his money back.

On August 26, the Investigation Police Agency of Nam Sach District Police initiated a case, prosecuted the accused, and temporarily detained Tran Van Lam for fraud and appropriation of property as prescribed in Clause 2, Article 174 of the Penal Code. At the police station, Lam confessed that he had spent all the 70 million VND he had appropriated from Mr. Ninh for personal use.

Tran Van Lam has 2 previous convictions, including 1 conviction for theft of property and 1 conviction for gambling.

The Investigation Police Agency of Nam Sach District Police is continuing to investigate and expand the case.
