The Lao Cai - Hanoi - Hai Phong railway through Hai Duong is newly invested in with the goal of connecting with Hai Phong international seaport and connecting with China.
The Ministry of Transport will submit to the National Assembly for consideration the investment policy of the Lao Cai - Hanoi - Hai Phong Railway Project before February 10, 2025.
At the conference to review the work of January and deploy key tasks for February 2025 of the Ministry of Transport this morning, February 3, according to Mr. Luu Quang Thin, Deputy Director of the Department of Planning and Investment, up to now, the Ministry of Transport has submitted to the Prime Minister a pre-feasibility study report.
To speed up the verification process, the National Assembly's field survey team plans to inspect the site on February 4-5, 2025. It is expected that the project dossier will be completed and submitted to the Government on February 7; submitted to the National Assembly before February 10; the National Assembly will meet to issue a resolution before February 17; approve the feasibility study report in the third quarter of 2025; complete the technical design, select a contractor for a construction package, and start the project at the end of 2025.
According to the proposed plan, the Lao Cai - Hanoi - Hai Phong railway line is proposed to be invested with a total length of more than 403 km, passing through 9 provinces and cities, including: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong.
The starting point is at the rail connection point across the border between the new Lao Cai Station and Hekou Bac Station (China), in Lao Cai city. The ending point is at Lach Huyen wharf area, in Hai Phong city.
Preliminary calculations show that the project has a total investment of about 194,929 billion VND (equivalent to more than 8 billion USD).
The Lao Cai - Hanoi - Hai Phong railway line is newly built with the goal of connecting with Hai Phong international seaport, connecting with China to implement the "Belt and Road" initiative and the Connectivity Cooperation Plan within the framework of "Two Corridors, One Belt", meeting the demand for high-quality, fast, convenient and safe transportation, reducing emissions.
