With the close and drastic leadership, direction and management of Hai Duong province's leaders, many difficulties and problems of enterprises were promptly resolved.
Support
In recent times, provincial leaders have regularly and directly grasped the difficulties and obstacles in the operation of enterprises. From there, many directions have been given to promptly resolve and remove them, creating favorable conditions for business development.
This year, Hai Duong suffered severe consequences from storm No. 3 (Yagi). Understanding the difficulties of businesses, in mid-November 2024, the People's Committee of Hai Duong province proactively proposed that the Ministry of Natural Resources and Environment stop inspecting many real estate projects in the province so that businesses can focus on overcoming difficulties.
In response to the province's legitimate request, in early December 2024, the Ministry of Natural Resources and Environment adjusted the inspection plan, including canceling the inspection of 9 projects in the province.
Representatives of many enterprises whose projects were canceled from inspection this time said that the provincial leaders' recommendations are very important, creating favorable conditions for enterprises, especially at the end of the year when enterprises must focus on completing their goals and plans for 2024.
Previously, some enterprises in Phu Thai Industrial Park (Kim Thanh) reported difficulties in extending investment certificates, granting land use right certificates and some preferential tax policies for enterprises according to regulations.
Faced with this reality, provincial leaders, directly the Provincial Party Secretary and Provincial People's Committee Chairman, have given timely instructions, worked with businesses facing difficulties, and directed sectors to resolve them.
The Party Committee of the Provincial People's Committee has directed the establishment of a provincial working group to survey and evaluate difficulties and problems, clearly identify the causes and responsibilities of each enterprise, agency and unit.
Then, in 2023 and 2024, the difficulties of enterprises in Phu Thai Industrial Park were resolved.
Mr. Le Thanh Tung, Assistant Director of Yura Vietnam Co., Ltd. in Phu Thai Industrial Park, said that the close direction of the provincial leaders has promptly removed obstacles for businesses. The company has been granted an investment extension and a land use right certificate. Currently, businesses are confident in investing, maintaining stable production and business activities, ensuring jobs and income for workers.
Improve investment environment
Along with removing difficulties for businesses,Hai Duong's investment promotion activities in recent times have been innovated, improved in quality, focused on in-depth investment promotion, targeting key, potential and reputable investors.Provincial leaders have traveled to exchange and promote investment in many countries around the world and achieved concrete results.
At the end of September 2024, Deli Hai Duong Stationery Factory Project of Deli Group Limited Company started construction in Dai An Expanded Industrial Park (Hai Duong City) with a total investment of nearly 270 million USD. This is Deli's largest foreign investment project ever.
In order for the project to be implemented soon, the provincial leaders have directed the Provincial Industrial Park Management Board to coordinate to create favorable conditions for infrastructure; Cam Giang district coordinates to speed up site clearance progress, creating conditions for investors to soon implement the project.
Implementing the direction of provincial leaders, departments, branches and local authorities in the province have consistently implemented the policy of accompanying and sharing with businesses.
With determination in direction, management, and active participation with many specific solutions, Hai Duong has strongly improved the business environment, creating favorable conditions for enterprises. Policies to support enterprises have been issued and effectively implemented. Most recently, at the 28th Session, the 17th Provincial People's Council approved the support mechanism for the implementation of the Social Housing Investment Project in Hai Duong province until 2030. Hai Duong will support funding through compensation, support, resettlement costs and technical infrastructure investment costs (only supporting site leveling costs) within the scope of the social housing investment project.
The increase in Hai Duong's Provincial Competitiveness Index (PCI) is evidence of an improvement in the business investment environment. In 2023, the province's PCI score reached 68.68 points, ranking 17th in the country, up 15 places compared to 2022 and 30 places compared to 2020. With this ranking, the province has exceeded the target set at the beginning of the term of being in the top 20 provinces and cities in PCI. Most of the component indicators have improved, in which the dynamism of the provincial leadership has improved significantly, from 63rd in 2020 to 12th in 2023.
